Job Summary/Basic Function
The Wastewater Treatment Supervisor is responsible for all maintenance and operation of the City’s Wastewater Treatment Facility (WWTF), the Brandts Creek Trade Waste Treatment facility, and the Wastewater and Storm Lift Stations. The Supervisor is responsible for asset management, maintenance, electrical, instrumentation, operations, lab analytical data analysis, bio-solids, effluent quality, and day to day operations.

This position ensures all environmental protection standards and public health and safety requirements for treatment facilities are met. In addition this position is responsible for managing and providing mechanical, electrical and instrument support to the City’s Landfill and Composting Facilities. This position is also the Chief Operator for the City’s wastewater treatment facilities as it relates to Provincial Regulations.

Duties
1. Management and Supervision of wastewater treatment facilities:
  • Ensure that the wastewater facilities operate at maximum efficiency resulting in quality effluent that meets or exceeds health and safety regulations, and ensure the provision of appropriate level of staffing, alarm, and emergency response 24 hours per day, 365 days per year.
  • Ensure that the timing of electrical, operations and maintenance work is performed to maximize plant efficiency, minimize the impact on plant processes and manage assets,
  • Manage electrical and mechanical support for the composting and Landfill facilities,
  • Develop contracts, supervise contractors, ensure their performance meets contract guidelines and there is no interference with facility operations,


2. Planning for Sustainable Operations:
  • Plan, advise, manage and complete operational system upgrades for improved efficiency and reduced risk of failure, work with other departments to advise on capital and development driven projects.
  • Evaluate, recommend, implement and maintain policies and procedures to ensure that effluent quality and bio-solids conform to accepted Ministry of Environment guidelines.
  • Investigate customer complaints and ensure that the appropriate corrective action is taken when possible.
  • Develop, implement and maintain preventative maintenance management practices for all wastewater equipment.

3. Risk Management:
  • Review and update comprehensive disaster plan, safety manual, standard operating procedures; ensure compliance with safe work procedures, and ensure emergency preparedness and that all operational programs meet established service levels
  • Monitor and ensure certification for all staff is maintained and updated as specified by Environmental Operators Certification Program, Provincial Ministries, Electrical Authority, Worksafe BC,
  • Ensure that facilities and processes have the appropriate level of redundancy or backup to ensure that the city’s prescribed level of service is maintained,
  • Ensure that Safety Meetings and site safety inspections are held regularly, that issues raised at Safety Meetings are handled appropriately, and that staff receive the appropriate safe work practice training.

4. Process Optimization:
  • Evaluate, recommend, implement and maintain policies, procedures, data collection/analysis and budgets to ensure that plant process and biosolids disposal is economical and environmentally acceptable,
  • Evaluate the ability of the existing equipment, process and facilities to meet consumer needs,
  • Review analytical data to determine process strengths and weaknesses; advise engineering staff on needs,
  • Schedule projects to be undertaken by Wastewater Treatment staff & contractors.
5. Manage budget:
  • Operating budget: $6,500,000
    • Responsibility : Shared
  • Capital budget: Varies. Usually less than $500,000
    • Responsibility: Shared
  • Final spending authority: Wastewater Treatment Supervisor ($10,000) / Manager depending on value

6. Manage human resources:
  • 25 Direct Reports, 2 seasonal reports and various contractors
  • Develop, inspire, hire, assess, discipline and reward employees,
  • Develop a sustainable succession plan
  • Develop staff to ensure a sustainable organization that continues to meet all regulatory requirements.


Qualifications
  • Environmental Operators Certificate Program WWT Level IV Certification and WWC I are mandatory Water and Wastewater / Engineering diploma with a minimum 10 years of direct wastewater experience
  • Lab training and ability

  • Knowledge of SCADA systems
  • In-depth process control (BNR) experience and knowledge
  • Tertiary treatment experience and knowledge
