Procurement Manager

London & Middlesex Community Housing (LMCH) is seeking a supply chain and logistics expert to establish and promote a client-focused, quality, and results-oriented procurement approach across the organization.

​Position Summary

​Reporting to the Director of Finance & Corporate Services, you will be responsible for:

  • Establishing a new, dedicated procurement function within LMCH;
  • Working with department leaders to support organizational priorities and the timely advancement of innovative procurement strategies;
  • Strategizing and negotiating with suppliers and vendors in order to acquire the most cost-effective deals through the procurement of goods and services;
  • Distribution of supplies, materials, equipment, and services utilized by various operating departments within LMCH;
  • Inventory control; and
  • The disposal of surplus materials and equipment.
  • This position oversees a small team of employees that are focused on the procurement strategies and frameworks that contribute to many of the organization’s most important projects. The Procurement Manager contributes to the strategic management and delivery of services across the LMCH.

Your duties and responsibilities in this role will include, but are not limited to:

  • Lead purchasing and supply activities including the development and implementation of new and redesigned processes, systems, policies, and procedures managed through interaction with respective department managers within LMCH.
  • Manage Contract/Service Agreement awards and renewal process, including renewal of bonds and insurance.
  • Develop and/or update, arrange, and supervise the process for requests for tenders, requests for quotations, requests for proposals, requests for expressions of interest, requests for qualifications, and supply contracts.
  • Oversee the development and maintenance of specifications for the acquisition of materials, equipment, and services through collaboration with operating teams.
  • Recommend and direct standardization of purchased material for LMCH.
  • Oversee the disposal of surplus or obsolete material and equipment.
  • Oversee the supplier selection and negotiation process, guide supplier performance management, and stay informed on developments in the industry by analyzing market trends and best practices to meet business needs.
  • Research and mitigate complaints, adjustments, questions, and recommendations both internally and externally related to all procurement matters.
  • Respond to emergency and priority situations by anticipating problems related to procurement and supply, providing expert advice, assigning appropriate resources, and staying informed on current and emerging conditions that may affect the Corporation.
  • Provide advice and regular updates to the Director of Finance & Corporate Services on strategic priorities with responsibility to operationalize goals and strategies related to the procurement function.
  • Lead the identification and development of internal controls in the form of policies, procedures, and practices in relation to the general and specific risks to LMCH;
  • Ensure internal controls are implemented, monitored, and reported on within the unit.
  • Develop, administer, monitor, and manage annual audit and reporting to ensure compliance with all applicable procurement policies.
  • Manage the Procurement team including hiring, onboarding, performance management of direct reports.
  • Respond to sensitive and confidential human resource issues as required.

Job Requirements and Qualifications

  • Completion of a University Degree in Business Administration, Commerce, Purchasing, and/or Supply Chain Management (Material Management) or Logistics.
  • Must possess at least one of the following accreditations: Certified Public Procurement Officer (CPPO) from the National Institute of Government Purchasing or Certified Supply Chain Management Professional (SCMP) from Supply Chain Canada.
  • Seven to ten years of progressive public sector experience in a senior level purchasing and materials management environment.
  • Proven experience of implementing successful process improvement projects.
  • Managerial experience, including leading a team of technical professionals or equivalent.
  • Computer literacy in Microsoft Office, and related software and database applications.
  • Must possess a valid driver’s license and have access to a reliable vehicle and carry adequate insurance.

Compensation, Benefits and Other Job Specifics

  • LMCH offers a competitive compensation package including comprehensive benefits and a pension plan.
  • Normal working hours are 8:30 A.M. to 4:30 P.M. Monday to Friday, with some work required outside of this schedule from time to time.
