EDUCATION:

  • Graduation from an accredited high school, supplemented by technical training and

experience as a foreman on road and road drainage construction projects, snow plowing

and sanding operations, or any equivalent combination of experience and training related

to the job duties and responsibilities.

  • Education, training or work experience in civil engineering or related field is beneficial

EXPERIENCE:

  • Must have six (6) or more years of progressively more responsible experience in public

works maintenance, construction, and repair work, including supervisory and

administrative duties with (2) of those six (6) years at a supervisory level with proven

ability to organize and direct work resources and personnel

  • Supervisory experience in a unionized environment;
  • Demonstrated through work experience critical thinking/problem solving ability
  • Experience in providing excellent customer service skills;
  • A proven ability in supervision and team-building
  • Must have two (2) years of proven experience related to municipal summer and winter

maintenance programs and activities, including directing all related resources. Must be

knowledgeable in Winter anti-icing protocols and best practices

LANGUAGE:

  • English essential. Ability to function in both English and French would be an asset, but

not a requirement.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Must be knowledgeable with N.B. Occupational Health & Safety Act.
  • Work involves supervising and monitoring a large staff involved in the maintenance and

operations of Public Works facilities. There is a responsibility for overseeing minor

construction projects, and the efficient and effective use of manpower, material and

equipment resources.

  • The work requires initiative, judgment and some discretion in investigating complaints

and in directing several activities of the Engineering Department towards established

objectives and priorities.

  • Decisions may affect the efficiency and effectiveness of work crews and errors in

judgment may cause loss of resources, inconvenience to the public and unsafe

conditions.

  • Requires attitudinal characteristics that reflect the best interests of the Corporation, and

the community at large.

  • Must possess the ability to perform administrative procedures, write concise reports and

organize the work of subordinates.

  • Demonstrated abilities in verbal and written communication
  • Must possess strong knowledge and skills at the intermediate level in computers and

software programs, such as spreadsheets, database and basic word processing, including

MMS (Hansen Software) and MS Office.

OTHER:

  • Must possess a valid driver’s license (Class 5).

CONTACT:

  • Work requires contact with the public, city council, employees of the Corporation,

contractors and other agencies. The purpose of these contacts is to handle enquiries,

requests, complaints and to discuss work and procedures requiring elaboration and

understanding.

SUPERVISION:

  • The work requires supervising the activities of several skilled and unskilled employees,

coaching and mentoring employees, allocating staff to projects, reviewing and evaluating

the quality and quantity of work, and formally evaluating staff performance.

  • The incumbent will, at times, during vacations and absences, replace other Public Works

supervisory staff, when required.

  • Formally evaluates employees. Reviews maintenance/work procedures and recommends

procedural changes to the Work Supervisor.

CONDITIONS OF WORK:

  • The work requires a high level of attention with frequent short periods of concentration.
  • Good working environment with a few disagreeable conditions and some exposure to

inclement weather.

  • The work normally requires light-to-moderate physical effort.
  • The regular workweek consists of forty (40) hours per week, Monday to Friday, and may

vary as the job dictates. The position may require night or weekend work, as job

conditions vary, in accordance with CHEA/PSAC Local 60200 Collective Agreement.
