Roseau River Anishinabe First Nation (RRAFN) - Director of Operations

On behalf of our client, Roseau River Anishinabe First Nation (RRAFN), we are seeking a Director of Operations to join their leadership team. Located in the central plains of Manitoba it is approximately 1 hour south of Winnipeg or 25 klms southwest of Portage la Prairie, Manitoba. Roseau River Anishinabe First Nation has two separate communities comprising approximately of 1200 residents between the two areas with approximately 1200 living off-reserve.

Under the direction and supervision of Chief and Council, the Director of Operations is responsible for the overall operations, management, and strategic planning of programs for 10 departments ensuring that the needs of Band Members are met in a reasonable, effective, and efficient manner. We are seeking a dynamic individual with strong interpersonal, financial, planning, and organizational skills with at least 5 years related senior leadership and mentorship experience.

Operational and Performance Management:

Plan, coordinate and provide clear and concise direction in the daily operations

· Develop and facilitate the strategic plan and develop policies and procedures for several

different departments

· Establish short- and long-term goals and objectives pursuant to the Chief & Council’s

vision and RRAFN community needs

· Co-ordinate with appropriate stakeholders in all aspects of project planning, monitoring

and implementation for all capacity building activities

· Improve staff performance through coaching and mentorship so department leads can

further develop in their position and take on greater assigned duties and responsibility

· Hold overall responsibility for reporting to Indigenous Services Canada on funding

· Responsible for all lines of reporting for RRAFN programs and services, excluding

Health Services

· Co-ordinate professional development courses

Financial Reporting and Planning

· Work closely with the Senior Financial Officer to ensure RRAFN financial structure,

systems and procedures are effectively and efficiently followed

· Assist the Senior Financial Officer in presenting monthly detailed financial reports to Chief

and Council

· Oversee the delivery of government funded programs and related reporting, assisting

with submitting of proposals for government funding and grants

· Ensure financial reporting obligations are adhered to in accordance with funding

agreement specifications as well as in accordance with RRAFN policies and procedures

· Prepare and deliver reports to Chief and Council

Skills and Qualifications

· A post-secondary degree in organizational administration and management or related

combination of human resource education

· Minimum of 5 years of management/human resources experience supervising a large

team

· Financial management experience would be an asset, and familiarity with general

financial principles

· Experience in project development, implementation, and management

· Demonstrated ability to build productive teams of staff performing varied functions

· Knowledge of Federal funding programs and requirements i.e., ISC

· Experience with writing proposals and developing budgets

· Understanding of relevant legislation and experience in policy development

· Superior interpersonal and communication skills, both verbal and written; good social

skills to be able to maintain good relations with Band members and other stakeholders

· Analytical, problem solving, decision-making, and negotiating skills

· Ability to maintain standards of conduct, sound work ethics, and demonstrate respect,

consistency, and fairness

· Possess cultural awareness and sensitivity
