The Opportunity
The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City’s infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.
Under the supervision and general direction of the Senior Wastewater Optimization Engineer, the WastewaterOptimization Analyst position conducts technical research, analysis, modeling, testing and evaluation and modification/refinement of existing and new chemical and wastewater processing methods, products, equipment and technologies to improve facility efficacy and effluent quality. This position coordinates pilot programs and studies; assists with procurement of new products; develops and updates Standard Operating Procedures (SOPs) and work protocols; coordinates in-house training on new processes and equipment; and prepares reports, recommendations, memos, presentations, project and business plans. The purpose of the position is to support the safe and efficient operation of the City’s wastewater facilities through process improvement and sustained adherence to legislative and regulatory requirements. Overall, the position supports the continuous operation of the wastewater infrastructure, equipment, and systems to ensure the safeguarding of the health and safety of the City of Barrie, the residents, and the surrounding community.

Education(degree/diploma/certifications)
  • Four (4) year University Degree in Environmental, Biological or Chemical Engineering, Biological Sciences, Biochemistrty, Environmental Sciences or equivalent
  • Completion of Wastewater Collection Operator-in-Training (OIT) from the Ontario Ministry of Environment, Conservation and Parks (MECP)
  • Completion of Wastewater Treatment Operator-in-Training (OIT) from the Ontario Ministry of Environment, Conservation and Parks (MECP)
  • Eligibility for and willingness to obtain advanced levels of MECP Wastewater Operator Certification aligned with City Wastewater infrastructure/plant classifications

Experience
  • Five (5) years of experience performing duties related to the above mentioned major responsibilities
  • Must have experience in a technical capacity in a municipal wastewater operations environment with an emphasis on plant and process analytics and optimization, including research/evaluation/implementation of new/emerging wastewater technologies and treatment innovations.
Knowledge/Skill/Ability
  • Working knowledge of the following legislation, regulations, or requirements: MECP regulatory and reporting requirements for wastewater plant/infrastructure/operations/licences, MECP Certificates of Approval (Cs of A) and Environmental Compliance Approvals (ECAs)
  • Thorough knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act (OHSA), Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act, Lake Simcoe Protection Act, Lake Simcoe Protection Plan, Building Code Act and Fisheries Act
  • Working knowledge of the following principles and standards: Wastewater treatment process with an emphasis on activated sludge processes, new/emerging technologies and treatment innovations, and processes/systems modelling, testing and evaluation
  • Thorough knowledge of the following principles and standards: Work process mapping and analysis, project management principles/practices, training methods and technical report writing
  • Demonstrated ability to:
    • multi-task and anticipate/troubleshoot issues or problems quickly and effectively
    • foster and contribute to a positive, productive and service-excellence work environment
    • deal courteously and effectively with all contacts
  • Intermediate skills include: Interpersonal; Judgment; Leadership; Presentation; Project Management; Teamwork; Written Communication
  • Advanced skills include: Analytical; Problem Solving; Process Mapping; Report-writing; Research; Technical; Time Management
  • Intermediate computer literacy using the following systems and software: technical modelling and wastewater process simulator, e.g. GPS-X; word-processing, spreadsheet, presentation, and database software; the Internet; IMS technology and software, e.g. Megamation, CityWorks, Hansen etc.; and SCADA systems and database software
  • Availability to work evenings, weekends, or holidays
Conditions of Employment
  • Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business
  • Satisfactory Criminal Record Check*
  • Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees who have met this criteria will be exempt from this requirement.

Other Important Information
Location: Wastewater Treatment Facility, 249 Bradford Street, Barrie, ON
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2024 pay range:
  • Pay Level: Level 9
  • Yearly Salary: $88,753.60 to $106,267.20
  • Hourly Pay Rate: $42.67 to $51.09
