We are seeking an experienced and highly motivated Technical Assistant to join our Telecommunications Department
based out of 360 Portage Avenue, Winnipeg for a permanent position.

As a Technical Assistant III, under the consultative direction of Telecommunications External Services’ Professional Engineers and
under the general direction of the Telecommunications Department Manager , perform diversified tasks pertaining to project
management, planning, design, procurement, obtaining easements and permits, cable installation, inside and outside plant
construction and restoration, and operation and maintenance of the fibre optic network within External Services’ area of
responsibility.

Responsibilities:

  • Work with engineers to design and develop optical and metallic cable solutions to meet requirements working closely with
customers, stakeholders and suppliers.
  • In working with engineers prepare engineering drawings, work packages, material and construction specifications, explanatory
memos and detailed procedures as necessary to support the installation, testing and commissioning of equipment and
systems.
  • Provide project coordination for the implementation of new fibre optic cable solutions as well as modifications to existing
systems.
  • Create tender documents and coordinate the tender process to select vendors for services and/or material.
  • Prepare solution cost estimates.
  • Work with existing processes to request allocation of Manitoba Hydro owned fibre strands and comply with any conditions
under which the fibres are released for usage.
  • Prepare easement or access requests and related drawings or sketches needed to accompany such requests.
  • Provide technical support pertaining to the definition, assessment and periodic review of co#location space requirements
including pedestals and equipment shelters.
  • Support day to day operation of fiberoptic infrastructure in cooperation with Telecommunications Department field support
staff and External Services’ technical operations team.
  • Support the coordination of outages as required to implement cable or network changes.
  • Ensure that engineering and maintenance records are up to date.

Qualifications:

  • A two-year diploma in Electrical, or Electronic Technology from a college of recognized standing and a minimum of three
years directly related experience.
  • Possesses a thorough knowledge and understanding of an electrical utility’s optical telecommunication systems and related
processes.
  • Demonstrated ability to support project management principles including identification, planning, organization and competition
of projects.
  • Demonstrated knowledge and ability in fibre optic cable design, implementation, operation, maintenance, and problem
resolution.
  • Demonstrated experience with utility drawings, schematics, and databases as well and GIS.
  • Demonstrated ability to use computers to improve work efficiencies and demonstrated proficiency in the following Microsoft

PC application software: Word, Excel, and Visio while working in a Windows OS environment. Working knowledge of
AutoCAD, EAM, SAP and GIS applications is an asset.

  • Demonstrated technical knowledge and experience in developing and installing fibre optic cable systems.

  • Willing to work extended and non#standard hours and to travel outside the headquarter zone for varying periods of time,
occasionally exceeding one week.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba
Hydro policy P513.
  • North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) Training is required and must

be completed prior to transfer date and renewed annually.
