What will you do?


Reporting to the Manager of Information Technology, as a Senior Systems Integrator (Solution Architect), you will be leading a team of development staff to provide an innovative and customer focused approach to the delivery and sustainment of IT solutions to satisfy challenging business needs. With your blend of technical and people skills, you will cultivate a workforce of high-performing professionals in an Agile, innovative, and collaborative culture.


You will provide technical leadership in solutions architecture and planning, application design, system performance and scalability, and sustainment at the strategic, project and operational levels. You will manage solution development using Java, Full Stack development technologies, and Cloud Computing techniques. You will recommend and implement security, data privacy, and quality assurance measures, taking into account corporate and legislated standards. You will help increase the emphasis on software engineering and architectural thinking, while still achieving rapid and agile delivery.


You will provide people leadership in your supervisory management role, where coach and guide staff, play a key role in recruiting and hiring talent, and support staff in personnel matters. From a management perspective, you will suggest ways to continually engage and motivate teams, provide feedback on work and deliverables, and encourage training and learning. You will help foster a positive team culture that includes customer orientation, continuous improvement, high quality workmanship, and a transformation mindset.


With both a pragmatic and strategic outlook, you will establish guideposts for solution development, so that developed solutions are highly functional, secure, performant, integrated, and sustainable. Team members will look to you for your judgement and expertise in industry trends and practices, including areas such as Agile development, software methodologies, coding frameworks and tools, quality practices, automated testing, design and code reviews, and DevOps continuous integration and deployment.


You will be part of the extended community of technology professionals at the City of Toronto, including those in other divisions and in corporate areas such as Technology Services and Office of the CISO. You will work with this community to both align with and influence future directions at the City. Children’s Services is often one of the first groups to do pilots or proof of concepts of new technologies at the City, and you will lead and participate in this ground-breaking work.


You will be a key person to collaborate with technology and services vendors, being involved in research, assessment, and proposals work such as RFPs. You will lead planning and coordination for projects and sustainment, including the management of resources, releases, and changes. You will work with a diverse range of technology professionals, and attend training and conferences in order to influence our solutions with industry trends and directions.


You will play a leadership role in delivering business solutions that transform the way that civic and municipal services are delivered to City residents, clients, and staff alike. Your ideas will be appreciated to continuously improve and adopt new approaches and technologies. You will be a leader on teams that have close working relationships with business leaders and stakeholders, to generate ideas, prototype options, and improve the service and experience for clients.


What do you need to succeed?


  • Post-secondary education in Computer Science, Software Engineering, Computer Engineering, or related discipline or the approved equivalent combination of education and experience.
  • Extensive experience in defining solution architecture, building technical environments, developing business solutions, integrating systems, working in a DevOps environment, and applying application security measures.
  • Extensive experience in complete life cycles of business solution development using Java, JavaScript and frameworks such as Angular or REACT or Vue, REST API, SQL, Oracle/PostgreSQL with a solid understanding of software development and code quality assurance.
  • Experience in leading or supervising technical staff, coaching and empowering people to achieve team goals, fostering a strong team spirit, and a culture of innovation and collaboration.
  • Experience in working and collaborating with organization’s other IT groups or teams such as Enterprise Architecture, Network and Infrastructure, and Cloud and Security.
  • Experience in Agile software development, Continuous Integration/Continuous Delivery (CI/CD), DevOps and test automation.
  • Excellent communication skills to dialogue with management peers, collaborate with business managers and sponsors, communicate with teams in other areas, advocate for strategic technology perspectives, negotiate with corporate and other stakeholders.
  • Extensive knowledge of principles, practices, processes for identifying and analyzing business needs, and proposing suitable solution options, as well as architecture and solution design standards.
  • Knowledge of data governance and privacy, cybersecurity, and associated practices such as privacy impact assessment (PIA), threat risk assessment(TRA), penetration test (Pentest), DAST, and SAST
  • Knowledge of developing applications utilizing microservices, or Cloud based platforms such as AWS would be an asset.
  • Familiarity with applicable collective agreements and employment related legislation, including occupational health and safety.
