This position is located in Ottawa; however, the successful candidate may work from the Ottawa or Toronto office.

Duties

Conducts a broad range of cyber security operational activities requiring senior expertise including tool installation, configuration, tuning, and maintenance.

Monitors and analyses security event logs and interprets reports from complex security devices (e.g. SIEM, IPS/IDS and web/proxy gateway). Investigates, responds, escalates and participates in the research, analysis, root cause identification and resolution of security incidents. Identifies and reports vulnerabilities, non-compliant and other risk patterns.

Conducts research to maintain up-to-date knowledge of the latest cyber security advancements. Uses this research to provide guidance to various OSFI groups. Leads or supports assigned projects or components of projects. Develops and contributes to the development and refinement of security operational procedures, processes, and technical standards. Provides reports and metrics on security operations, monitoring, and response activities.

Participates on various OSFI and external committees and working groups; providing guidance regarding cyber security threats, incident handling, trends and developments. Builds and establishes effective working relationships with colleagues promoting Cyber Security.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

The immediate need is to staff one position with a language requirement of English essential on an indeterminate basis.

ESSENTIAL EDUCATION:
  • Successful completion of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed or an acceptable combination of education, training and/or experience.

Degree equivalency

ESSENTIAL EXPERIENCE:
  • Extensive* experience in IT security.
  • Significant** experience handling cyber security incidents.
  • Significant** experience with Cloud security.
  • Extensive* experience installing, configuring, tuning, and operating cybersecurity devices (e.g., firewalls, IPS / IDS, monitoring tools, vulnerability management tools).
  • Extensive* experience in maintaining intrusion detection systems. (e.g. SIEM, IDS/IPS, Firewall).
  • Extensive* experience configuring and operating endpoint security, using end point detection and response products (e.g., MS Defender, Symantec).
  • 2 years’ experience designing and implementing patch management
  • 1+ years’ experience designing monitoring of IT security infrastructure and monitoring of network applications.
  • 1+ years’ experience in incident documentation and building standard operating procedures
  • 2 years’ experience in VMware virtualization.
  • 1+ years’ experience as System or Network Administrator.

  • Extensive means the depth and breadth of experience that is normally acquired by performing the tasks continuously over a period of 5 years or more.
**Significant means the depth and breadth of experience that is normally acquired by performing the tasks over a period of 3 years or more.

OSFI’s Ottawa location is downtown with easy access to shopping, restaurants, gyms, financial institutions and more. The building is less than a five minute walk from LRT and STO stops.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
