The Ministry of Health, Supply Chain Modernization Branch is looking for a dynamic and dedicated individual with excellent professional, interpersonal and business skills to join a fast paced, high-performing team that is results focused and remains positive in the face of new and evolving challenges. The position will require the ability to develop and foster excellent working relationships with internal and external stakeholders to achieve major transformational priorities for the government. This is a high-volume, fast-paced role that requires a variety of well-developed skillsets in several areas.
About Us:
The Supply Chain Modernization Branch (SCMB) is responsible for leading the design and implementation of an integrated, patient-focused supply chain for health care products and services. The branch conducts strategic policy development, stakeholder engagement, communications and operations, and inter-governmental coordination. SCMB also acts as a single window access point for all health sector supply chain related inquiries, creating opportunities for the public and private sectors to provide input into the health sector supply chain transformation.

What can I expect to do in this role?
You will:- provide program leadership, policy advice, and expertise in the analysis, planning, development, and
Modernization Branch (SCMB) mandate to modernize and transform the health sector supply chain in Ontario.
- develop and coordinate opportunities that support supply chain modernization and transformation in the province.
How do I qualify?
Leadership, Program and Policy Development Skills:
- You have demonstrated knowledge and experience applying program and policy development principles,
legislative/decision making processes.
- You have knowledge to provide program leadership, policy advice, and expertise in the analysis,
strategic objectives for the health sector.
Technical Skills:
- You have demonstrated in-depth knowledge of the supply chain ecosystem in Ontario and the role of the SCMB in driving supply chain transformation in Ontario, understanding the structures and processes of the provincial supply chain ecosystem and the relationships between patients, health service providers, industry, and other stakeholders.
- You have detailed knowledge and understanding of the supply chain life cycle and health sector in Ontario and knowledge of key processes related to supply chain management in Ontario.
- You have knowledge of current dynamics and trends affecting the access, quality, value and sustainability of publicly funded health care, public administration principles, practices and procedures; Ontario’s healthcare sector, delivery systems, and administration; Ministry strategic direction, structure, and priorities.
- You have knowledge of legislative/regulatory environment including the Ontario Broader Public Sector Procurement Directive and related procurement guidelines.
Analytical and Problem Solving Skills:
- You have demonstrated knowledge to lead and/or coordinate development of policy/program options and partnership opportunities that encompass a range of considerations, such as the supply chain ecosystem, clinical standards and practices, funding/costs, regulatory issues, infrastructure capacity, and risk management factors.
- You have demonstrated knowledge to identify emerging socio-economic and health system trends, developments, and best practices in the sector, to provide advice, interpretation, and policy and procurement expertise to senior management on both emerging issues and opportunities.
- You have knowledge to design/plan/conceptualize research that supports the work of the Supply Chain Modernization Branch, particularly regarding supply chain transformation.
Procurement & Contract Management Skills:
- You have knowledge of value-based procurement, advanced contract management and alternate financing approaches as tools to support cost-effective, value-based concepts as applied to supply chain modernization.
- You have detailed knowledge of government procurement legislation, directives, policies, and standards, and
principles/processes; and risk analysis methods; in order to lead the development/implementation of contract
management procedures, processes and standards; and to advise senior management on contract management risks and opportunities.
Communication, Interpersonal and Computer Skills:
- You have demonstrated knowledge to prepare briefing notes, Cabinet submissions, option papers, reports, and background analyses for SCMB senior management, Assistant Deputy Minister, Deputy, the Minister and the Premier, as required.
- You have knowledge to operate standard office software programs and tools to research and prepare own materials
- You have presentation and facilitation skills to conduct consultations, explain program policy positions, and promote policy/strategic initiatives to ministry senior management and internal/external stakeholders
- You have proven relationship management skills to relate effectively to internal and external stakeholders and organizations.
