Gallagher is pleased to partner with SaskMilk in their search for an Executive Director.

The Organization

SaskMilk was established in 2010 as a producer marketing board under The Agri-Food Act, 2004. SaskMilk’s general role and responsibility is to design and implement dairy policies and programs for the benefit of producers and other industry stakeholders.

The SaskMilk Board of Directors is comprised of seven active dairy producers and elected by the province’s licensed dairy producers. The Board is tasked with a number of responsibilities including the purchase of producer milk, the transportation of milk to licensed processors, compensating licensed producers through a multiple-component pricing system, enforcement of facility and quality standards, and managing production levels in conjunction with national and regional marketing agreements.

SaskMilk has an existing promotion partnership with Dairy Farmers of Canada to the benefits of consuming dairy products. Dairy Farmers of Canada is focused on promoting milk and other dairy products by engaging consumers through print media, online and television advertising. SaskMilk also maintains an extensive presence at the provincial level including advertising, promotion of events, the school milk program, sponsorships, and experiential activities.

The Opportunity

Location:

Mandate

The provincial Executive Director is the integral link between the WMP and the SaskMilk Board. The provincial Executive Director supports the Board in overseeing the implementation of the WMP Strategic Plan in Saskatchewan, as well as facilitating the achievement of the SaskMilk Strategic Plan. The provincial Executive Director works with the provincial government to ensure that SaskMilk remains compliant with all applicable provincial legislation, and that the legislative framework supports the key results areas of the province and the region.

By maintaining engagement and support among Saskatchewan’s dairy farmers, the provincial Executive Director works collaboratively with provincial Executive Directors to drive change, innovate, and increase alignment among all WMP member organizations.

Key Accountabilities

SaskMilk Board Support

  • Oversee the preparation of all Board reports and materials, in collaboration with WMP staff.
  • Support Board, Committees, and any advisory group meetings.
  • Engage with the Board in annual strategic planning and deliver on key results areas identified as priorities.
  • Ensure financial accountability and effective stewardship of the SaskMilk Board.
  • Act as the Privacy Officer for the SaskMilk Board.
  • Play a key role in the Board election process, organizing important provincial meetings, and managing appeals.
  • Contribute to maintaining up-to-date plans, regulations and orders, and policies.
  • Ensure the Board’s governing policies are current and remain relevant.
  • Manage the planning and execution of dairy farmer meetings, including bi-annual producer meetings, the annual general meeting, and other meetings as required.
  • Ensure Saskatchewan’s dairy farmers are informed and engaged on WMP initiatives as well as direction.
  • Support the Board in implementing the Producer Engagement Strategy.

WMP Liaison

  • Serve as the liaison between the SaskMilk Board and the Western Milk Pool, under the leadership of the WMP Chief Executive Officer.
  • Support the Board in sharing the provincial perspective with the WMP Board in advance of decision-making and implementing WMP Board decisions within Saskatchewan.
  • Work with other provincial Executive Directors for alignment in governance and implementation of WMP decisions.

Government Relations and Regulatory Compliance

  • Build and maintain relationships with government officials, elected representatives, and staff at all levels of government in relation to regulatory matters and advocacy.
  • Ensure a reciprocal awareness when the Board or government prepares new policy, programs, announcements and/or legislation.
  • Manage the Board’s legislative priorities and ensure they align with the WMP and provincial legislative strategies.
  • Work closely with the supervisory body (Agri-Food Council) to ensure legislative and policy amendments are completed thoroughly and efficiently.
  • Demonstrate a high degree of political acumen and ability to anticipate politically sensitive issues, including the importance of maintaining confidentiality.
  • Building strong relationships with government parties from a regulatory standpoint.
  • Prepare briefings for use by the Board in communicating with government officials.
  • Operational Management
  • Day to day board support for the Board, ensuring efficiency, effectiveness, and compliance with relevant regulations, orders, and Board Governance Policy.
  • Executing Board decisions and supervision of SaskMilk provincial support staff.

Financial responsibility

  • The Executive Director will be responsible for maintaining the organization’s budget, in alignment with the Western Milk Pool Chief Executive Officer.

Autonomy

The Executive Director has notable autonomy and is responsible for overseeing day-to-day operations, making critical decisions, and managing resources within their scope. Their autonomy is limited by the organization’s governing body and established policies. Their actions are guided by the organization’s objectives, board governance, and industry dynamics, ensuring the efficient development and implementation of action plans to achieve those objectives.

Candidate Profile

The successful candidate will have the following:

Education:

Post-secondary degree in business administration, public administration, political science, agri-business or a related field. Equivalents will be considered.

Experience:

  • Minimum 5 (five) years of relevant work experience in regulatory review, board governance, and stakeholder engagement.
  • Comprehensive knowledge of government structures and decision-making processes.
  • Thorough understanding of the legislative framework governing SaskMilk, as well as other industry partners.
  • Proven record of accomplishment in developing positive working relationships with a variety of industry and government stakeholders.
  • Strong interpersonal skills, tact, political acumen, analytical and strategic thinking.
  • Superior written and verbal communication skills.
  • Proficient in the Microsoft Office suite of programs.
  • Ability to work independently and as part of a team.
  • Demonstrate a high level of emotional intelligence and the ability to effectively work through difficult or challenging conversations.

Assets:

  • Experience working in the agriculture industry. Knowledge of supply management.
