Based out of the Kitikmeot regional office in Cambridge Bay and reporting to the Regional Projects Manager, the Project Manager will apply her/his extensive skills, creativity, knowledge and experience to successfully deliver technically and logistically complex infrastructure and building projects to five remote arctic communities spanning from Kugluktuk to Kugaaruk.

Projects include health centres, schools, recreation facilities, government and municipal offices, tank farms, as well as water, wastewater and solid waste infrastructure. With budgets typically ranging from $2m - $50m, projects may be new builds, additions, life-cycle renewals, or repairs and upgrades.

The Project Manager coordinates interdepartmental project teams; communicates with senior management and client departments; develops and monitors adherence to project objectives, budget and schedule; procures necessary consultants and contractors; oversees design and construction processes; coordinates inspections; and manages the project hand-over and warranty periods. At all phases, the Project Manager will review project progress and performance; monitor adherence to the Project Charter, standards and criteria; review claims and authorize payments; report on status, risks, and forecasts; take action to prevent or correct variances; and obtain and document internal and external approvals.

The successful incumbent has in-depth knowledge of modern project management practices, procurement strategies, design standards, and construction processes; is familiar with the processes and principles defined by the Project Management Institute and PMBOK; and can apply GN Project Management standards and processes. This position does not supervise any direct reports, but may be required to mentor new hires, summer students and co-op placements.

Strong leadership, interpersonal and negotiating skills and the ability to work well individually and within a team environment are essential. The Project Manager must effectively utilize email, word-processing, spreadsheet and database programs to communicate, to prepare reports, to monitor budgets, and to manage project processes and schedules. Excellent verbal and written communication skills are required. A knowledge of northern construction, economic, and cross-cultural conditions is a strong asset.

The required knowledge, skills, and abilities are typically obtained through a recognized post-secondary degree in a relevant engineering or architecture discipline, supplemented with a professional PM certification. A minimum of three (3) years of progressively challenging project management experience delivering commercial or institutional buildings and civil works, including the management of consultant and construction contracts, is required.

Equivalencies consisting of an acceptable combination of education, experience, knowledge and skills may be considered in lieu of the degree and PM certification. Knowledge of Inuit language, communities, culture, and land and Inuit Qaujimajatuqangit is an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
