As Lead Subcontracts Management at L3 MAS you will:
Reporting to the subcontract manager, Lead, Subcontracts Management, your main responsibility will be to support, and when required, oversee the full management of subcontractors’ contractual obligations under high- and medium-risk programs, including maintaining relationships with various functional organizations of the company such as Programs, Procurement and others, and all in connection with various areas such as trade compliance, anti-corruption compliance, procurement under local and international governments, and commercial contracts. As part of this position, you will also be called upon to support the initiation and preparation of requests for business proposals from the proposed subcontractors, to support and participate in the analysis, evaluation of the proposals received, to support and participate in the negotiation of subcontracts and their amendment, all in collaboration with the subcontractor management team. In addition, you will be asked to analyze situations of a contractual or other nature and offer recommendations to minimize business risks, enhance competitive advantage, and meet the expectations of internal and external customers.

As a Lead, Subcontracts Management, you are a high-level professional who has extensive knowledge in the contractual field as well as extensive knowledge in project management. You are able to generally oversee complex projects and processes to achieve business objectives and have a direct impact on team and service outcomes. You will work in close collaboration and this, in the majority of your tasks, with the Principal Lead, Subcontracts administrator.

Essential Functions:

  • Draft and negotiate contracts with subcontractors, which could include contracts for technical development and design, as well as for hardware or production, agreements on intellectual property rights/use of software, agreements on proprietary information, partnership agreements, etc.
  • Critically analyze the requirements of contracts with subcontractors and compliance with those requirements;
  • Support the review and analysis of submissions;
  • Assist and direct pre-award negotiations (if necessary) with successful bidders;
  • Support the preparation or prepare and issue the documents required to enable the approval and execution of the contract;
  • Support the subcontract management team in the interpretation and application of applicable contractual or other clauses;
  • Support and accompany the subcontract management team to take the necessary measures for the success and smooth running of the management of the resulting subcontractors and subcontracts, and then determine and manage the right measures to be taken or the corrective measures necessary to solve the critical problems;
  • Support the subcontract management team and business objectives/needs, as well as other tasks as they are defined.
  • Follow L3Harris/MAS policies and procedures in our contract management;
  • Support the development and updating of model documents such as requests for information, requests for proposals, subcontracts in accordance with L3Harris/MAS policies and procedures and applicable customer contracts.
Qualifications

Skills, experience and training required:

  • Bachelor of Laws, Administration or Engineering or equivalent experience;
  • Nine (9) years of experience in procurement, supply chain or purchasing or equivalent (legal, engineering, project management, contract management or subcontractors).

Skills, experience and training sought:

  • Experience in negotiating modalities;
  • Experience in the field of aerospace technologies or a similar industry;
  • Experience with the SAP system;
  • Experience with trade compliance regulations (ITAR, EAR, etc.);
  • Experience with the Government of Canada’s Controlled Goods and Contract Security Programs;
  • Experience with international and commercial contracts of subcontractors;
  • Experience with FAR and DFAR, including the Truth in Negotiations Act (TINA) will be considered an asset.

Knowledge and skills related to the position:

Operational requirements:

  • Must be eligible for registration to the Controlled Goods Program;
  • Must be eligible to obtaining and maintaining the government of Canada’s “Reliability”status andLevel 2 (Secret)security clearance;
  • Location not accessible via public transportation, carrequired. Remote work from home during COVID and hybrid after.
