The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.

Reporting to the Senior Manager, the Quality Assurance Manager is responsible for leading the continuing development of an overall strategic direction, policies, and procedures related to quality assurance/quality engineering within their line of business. The objective is to ensure that negative impacts of implementing and integrating change (e.g., all projects as well as routine regression, bug fix and upgrade testing) within the LDB’s existing information technology (IT) infrastructure (HW and SW) are identified, prioritized and risk assessed on an ongoing basis from conception through to production. The position works with all stakeholders to mitigate the risks to existing systems from the implementation of new and/or modified code and is accountable for ensuring integrated test services are designed, developed and implemented in a timely and cost-efficient manner while meeting the evolving demands of changing priorities. In this regard, the position must also define requirements, oversee implementation, manage test application environments, monitor and ensure continuous integrity within the computer test environments.

The QA Manager must balance the implementation requirements of change against associated risks and costs, in order to mitigate potential negative impacts and maximize the effectiveness of system integration, as well as interoperability and co-existence of applications and infrastructure within the LDB’s IM/IT environment. The Quality Assurance Manager works in a high-profile, dynamic, results-oriented environment on a challenging program that is strategic in nature and wide in scope.

Position Requirements:

Education and Experience:

A degree in Computer Science (or related field) with a minimum of 5 years of recent* experience leading/managing technical teams to deliver results for multiple projects/initiatives concurrently.

  • Recent, related experience must have occurred in the last 5 years and include the following:
  • Experience with requirements-based testing and all facets of testing - including system testing, regression testing, business testing, unit testing, etc., for initiatives ranging from moderate to high complexity.
  • Experience with different business workflows and test management tools and developing testing strategies.
  • Experience in generating metrics and reports for senior stakeholders as well as using quality engineering metrics to measure and improve software quality.
  • Experience managing test environments.

Preference may be given to candidates with:

  • Experience with Agile development methodologies.
  • Experience with automation.
  • Quality Assurance Certifications
  • Experience as a Project Manager.
  • Experience leading and managing software quality assurance, including developing and executing testing strategies and test plans for multi-faceted/ interfaced and integrated systems, configuration management, and release management systems.
  • Experience within a unionized environment
