ADMINISTRATIVE ASSISTANT (REGULATORY ANALYST)

Location:Regina, SK

POSITION OVERVIEW

Researches, monitors, analyzes and interprets the telecommunications regulatory environment. Assists in the interpretation of the impacts of the regulatory environment on the Corporation and participates in the development and implementation of the regulatory strategy for the company. Participates in the coordination and development of responses to regulatory proceedings. Participates in regulator requests for input into the on-going evolution of the regulatory environment. Assists in the identification of the impacts on SaskTel of proposed regulatory activity of other Telcos. Assists in the implementation of regulatory requirements and decisions.

TYPICAL DUTIES & RESPONSIBILITIES

(Not all inclusive or applicable to all assignments)

1. Analyzes and interprets regulatory changes. Interprets regulatory filings and/or regulatory developments, provincially and nationally, that will affect SaskTel’s Corporate position. Monitors events in the industry and the regulatory environment. Interprets trends and disseminates information and associated impacts of developments to impacted departments. Conducts research and investigations on major regulatory issues. Provides information to departments that are affected.

2. Assists in the development of contractual agreements. Reviews and coordinates product and services pricing introductions and changes to ensure regulatory compliance.

3. Assists in assessing the impact of proposed regulatory changes and decisions on activities of the company and recommends a regulatory strategy. Develops in-depth knowledge of regulatory issues and cross impacts into related areas.

4. Develops and identifies impacts of proposed regulatory proposals of other Telcos. Establishes and maintains working relationships with other Telco regulatory agencies and government regulatory departments. Assists in assessing the impact of regulatory issues and develops interdepartmental positions on issues.

5. Assists in coordinating and developing Corporate responses on regulatory issues and activities including applications, interrogatories and interventions impacting SaskTel. Participates in the preparation of submissions to the appropriate regulatory agency. Analyzes the major issues in interrogatories and interventions. Assists in the development and coordination of inputs for resolving issues and for developing a final position that’s filed with the appropriate regulatory body.

6. Assists in the development of communications plans for the company pertaining to regulatory decisions and in the dissemination of information throughout the company.

7. Provides guidance to personnel and government agencies on regulatory matters. Analyzes requirements, interprets issues, provides expertise and suggest strategies.

8. Assists in ensuring SaskTel is in compliance with legislation, including but not limited to, the Provincial and Federal Privacy Acts, Federal Telecom Act, Broadcasting Act, Competition Act, new Acts and legislation, related Codes and the reporting requirements from the CRTC or any other regulator or governing body.

9. Analyzes SaskTel’s marketing programs and sales practices to ensure compliance with the various Acts and Codes.

10. Coordinates SaskTel responses to customer complaints received from governing bodies and / or regulators.

11. Provides assistance with general office administration functions and centralized document processing as required.

QUALIFICATIONS

1. Degree in Public Policy OR Degree in Business Administration/Commerce or related disciplines majoring in either Marketing or Finance/Accounting (must have a minimum of 4 marketing or 4 finance/accounting classes).

2. Ability to work independently and as a team member, is self-motivated and demonstrates initiative.

3. Excellent abilities in planning and organizing in dealing with assigned tasks and changing priorities.

4. Excellent analytical and problem-solving skills.

5. Excellent communication (written and verbal) and interpersonal skills.

6. Thorough knowledge of the telecommunications industry and the regulatory environment.

7. Working knowledge of personal computers, including personal computer functionality and word processing, spreadsheet, presentation and database products.
