Job Summary:
Resumes are being accepted for the position of Accounting Analyst within the Finance department. The successful candidate will monitor and process financial transactions with respect to development revenues (development charges, parkland dedication and community benefit charges), subdivision agreements and associated financial security with a focus on quality customer service and a lens on continuous improvement of processes. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.


Your role

  • Process and document development charges (DC) billings, receipts and exemptions, and update DC schedules for the annual indexing of rates
  • Track and reconcile the parkland dedication and community benefit charge revenues consistent with legislative requirements
  • Support the growth revenue planning processes including the DC background study, parkland dedication by-law reviews and community benefit charge strategies.
  • Monitor compliance, security and status of subdivision and development agreements
  • Review Letters of Credit for proper format and wording, then process Letter of Credit draws on development accounts and planning accounts
  • Maintain other forms of development security including cash deposits and subdivision bonds
  • Perform financial due diligence on all security release requests received from the Legal department
  • Set up and maintain the general ledger chart of accounts in the financial management system
  • Prepare routine capital funding and tangible capital asset journal entries and assist with monthly and annual reporting of these
  • Prepare routine investment accounting journal entries and general ledger account reconciliation on a monthly basis
  • Prepare general account analysis and reconciliations monthly and prepare necessary journal entries and cheque requisitions
  • Perform routine reserve and reserve fund schedule updates
  • Assist with continuous improvement projects such as documenting procedures, identifying internal controls, system user groups, etc.
  • Prepare donation receipts for all donation revenue received by the corporation; facilitate communication with the CRA as required
  • Perform other related duties as assigned

Qualifications

  • Experience related to the duties listed above, normally acquired through a 3-year post-secondary diploma in Business Administration with an accounting or finance focus and 2 – 3 years related experience, which includes complex financial account reconciliations and interpretation of financial clauses in contractual agreements. Candidates with an equivalent combination of education and experience may be considered.
  • Proven knowledge and skills in the application of relevant accounting theories and accounting principles in areas such as journal entries, account reconciliations, financial controls, and reserve fund accounting
  • Previous municipal finance experience preferred
  • Knowledge of the Development Charge (DC) by-law and application would be considered an asset
  • An aptitude for numbers with a keen sense of accuracy, thoroughness and attention to detail
  • Advanced computer skills in Microsoft Office software (Word, Excel) and financial enterprise systems is required; knowledge and experience working with JD Edwards, AMANDA and WAM would be an asset
  • Proven analytical, organizational and communication skills are required, with strong writing skills
  • Must exhibit strong customer service skills with the ability to respond to customers confidentially in a professional and courteous manner
  • Must demonstrate initiative, positive workplace behaviors and the ability to ask questions, identify issues and concerns, research and find resolutions
  • Must be able to work in a team environment with the ability to establish and maintain effective working relationships with city staff and the general public
  • Must be well organized, be able to prioritize work and meet inflexible deadlines in a demanding environment
  • Knowledge of the Occupational Health and Safety Act
