Overview

Reporting to the Director, Transportation, this position is responsible for transportation planning function in the Department with an emphasis on transportation system planning, engineering safety standards, planning principles, capital projects, development review, and working with external agencies on partnership programs.

Examples of key responsibilities include, but are not limited to:

  • Carry out planning and functional design of road infrastructure.
  • Design of traffic and parking improvements.
  • Review, coordinate or supervise complex traffic impact studies for new developments particularly complex and high profile applications (including rezoning, development permit, subdivision, development variance, building permit, OCP amendment, etc.) for transportation requirements.
  • Review and recommend appropriate mitigation strategies/measures to reduce a variety of complex transportation related issues.
  • Carry out and/or supervise highly complex traffic and transportation engineering assignments.
  • Review and approve transportation studies including traffic impact reports and parking studies.
  • Participate in regional transportation policy/facility planning.
  • Conduct analysis and design to support the roads and traffic components of the annual five-year Capital Plan.
  • Carry out local area and area wide transportation studies/investigations.
  • Conduct special investigations of transportation issues/public enquiry.
  • Assist in policy development related to transportation and parking.
  • Prepare staff reports to Committees and attend Committee and Council meetings to respond to technical questions.
  • Coordinate meetings with other departments for transportation and participate in cross functional teams.
  • Attend internal and external meetings representing the City and department as required and address issues raised at those meetings.
  • Act as a liaison on transportation issues with external agencies.
  • Act for Director, Transportation as required.

Knowledge, Skills & Abilities:

  • Thorough knowledge of the principles of planning and functional design of road infrastructure.
  • Thorough knowledge of traffic design and regulations and guidelines related to parking improvements.
  • Sound knowledge of public safety and operational efficiency on the municipal road network.
  • Ability to review and ensure transportation requirements are met to support new developments, area plans, etc.
  • Ability to design and participate in public consultations to obtain public feedback on transportation initiatives (attend open houses, work with the public to address transportation issues).
  • Ability to participate in discussions regarding regional policy development and transportation demand management strategies to ensure the liveability of the City.
  • Ability to provide technical recommendations to the Director, Transportation.
  • Ability to develop terms of reference for transportation studies, including traffic impact assessments and parking studies.
  • Ability to project management consultants on a project basis and provide transportation input on consultant design drawings.
  • Ability to provide engineering assessment and investigation of traffic operations and safety related issues and other projects undertaken by Traffic Operations and Traffic Signals.
  • Ability to develop technical content in developing city-wide programs such as DCC’s, area plans and zoning bylaws.

Qualifications and Experience:

  • Degree in Applied Science (Civil Engineering) or in a related program plus 5 years of professional engineering experience or equivalent in transportation/traffic engineering. An equivalent combination of education and experience may be considered.
  • Professional Engineer (P.Eng) Designation registered with Engineers and Geoscientists of British Columbia is required.
  • Valid Class 5 Driver’s Licence for the Province of British Columbia required.
  • A minimum of 2 years municipal experience is preferred.
  • Professional Traffic Operations Engineer registered with the Institute of Transportation Engineers preferred.
