The Opportunity

The Ministry of Agriculture Programs Branch is seeking a values-based, experienced leader with excellent management skills for the position of Program Design Manager.

Reporting to the Director, and as a member of the Branch’s management team, this position is responsible for:

• Managing a team of Senior Program Analysts to design programs that support sustainable agriculture growth;
• Developing effective project plans aligned with the Ministry goals and objectives;
• Providing project management and facilitation for program design and evaluation using innovation methods while challenging staff to think in non-conventional ways and develop innovative approaches;
• Providing training and coaching to staff for planning, program review/evaluation and improvement tools and best practices;
• Using effective change management approaches in order to realize successful outcomes and promote a culture of improvement, innovation and performance excellence in the organization; and
• Anticipating and identifying client needs to provide improved service outcomes by maximizing client satisfaction.

Ideal Candidate

Our candidate of choice is a client-focused public servant with demonstrated expertise in change management and project management to enhance program design and operation policy development. The candidate will also understand the role of client service standards as a catalyst for continuous improvement and a champion for innovation and citizen service, leading a team in a dynamic and results-driven Ministry. Typically, the knowledge and abilities required for this position would be obtained through a degree in public policy, project management, or business administration, combined with several years of relevant experience, including the following:

• Experience as a leader with supervisory responsibilities
• Knowledge and experience in government policy development cycle and legislative processes, including development of related documents (ie. Regulations, Cabinet Decision Items, Information Items, Briefing Notes)
• Knowledge of program development and evaluation methodology

Knowledge and experience in agriculture sector will be considered an asset.
