The Human Resources (HR) Manager, Safety will assist the Director HR in developing and implementing an agency-wide initiative to transform the organization’s health and safety culture to become a leader in safety. The Manager, Safety oversees and provides expertise on safety related functions including: OH&S and legislation compliance, safety programs and services, application of policies and procedures, training, and risk management. The incumbent will liaise with the Executive Team and other senior leaders to drive cultural change. The Manager, Safety will supervise a safety team in support and action of safety policy and procedure, workplace inspections and investigations. The safety team will work in partnership with internal stakeholders and the affiliated safety association to leverage all resources to the benefit of the agency.

Education and Professional Certification

  • University degree in occupational health and safety, or related field of study.
  • Canadian Registered Safety Technician (CRST) or Canadian Registered Safety Professional (CRSP) designation is an asset.
  • Certified Professional in Human Resources (CPHR) designation is an asset.

Experience

Minimum of four (4) years of progressive experience in Health and Safety related fields, a minimum of three (3) years in a managerial capacity providing leadership, guidance, support, and development to team members and management.

Duties and Responsibilities

  • Oversee the agency’s Occupational Health and Safety Program delivery to foster a corporate safety culture that encourages creativity and innovation to attain safety objectives and future agency success.
  • Ensure compliance of OH&S Regulations and other applicable legislation; including risk management, committees, inspections and investigations, and changes in legislation.
  • Consults with agency leaders to identify current and future organizational developments which may impact the areas of health, safety, and wellness, and develops approaches to effectively manage potential issues, ensure optimum performance result, efficient use of resources and safeguarding of agency assets.
  • Assists with directing the implementation of strategies, concepts, and approaches to proactively meet organizational challenges and maintains effective cross-divisional communications to ensure a coordinated and efficient corporate approach to safety programs and service delivery.
  • Evaluates the efficiency and effectiveness of safety programs and services on an ongoing basis, implementing enhancements with the goal of continuously improving service delivery, and employee health and safety, within and external to the workplace.
  • Manages, analyzes, and reports on corporate health and safety performance to ensure strategies, goals and objectives are achieved and recommends improvements to maintain and/or strengthen health and safety performance.
  • Leads, coaches, and manages the safety team in a collegial and team-centered manner and maintains a creative and flexible environment to support ongoing innovation through appropriate mentoring and professional development. Provides guidance, direction, and feedback to employees in meeting department and agency objectives.
  • Act as a liaison with Service Hospitality (the agency’s safety association), Workers’ Compensation Board (WCB), and Occupational Health and Safety (OHS).

Leadership

  • Manage the assigned human resources safety team in the areas of safety policy and procedure, workplace inspections and investigations, and the agency’s safety program.
  • Provide leadership, guidance, and team development for the team including facilitating individual and team meetings; overseeing and providing training and development plans; completing evaluations, reviews, and when applicable, performance improvement plans; participating in employee relations issues and investigations; providing post-crisis debriefing; and providing advice and consultation.
  • Responsible to ensure direct reports have completed mandatory training.
  • Provide expertise to management and the assigned human resources safety team in policies and procedures.
  • Ensure employment legislation, policies, procedures, and agency standards are being met.
  • Role model agency values and HR best practices.

Management of Resources

  • Manage the workforce as required including approving paid time off (PTO) requests and addressing staffing requirements.
  • Access resources required to achieve agency objectives appropriately and efficiently. Keep up to date on latest trends and technologies and make recommendations.
  • Oversee and ensure the implementation of HR initiatives and ensure projects are delivered within proposed timeframes and budgets.
  • Develop the HR strategic plan, annual work plan, and/or projects to support department goals and objectives.
  • Provide input into the department’s budget.
  • Participate in identifying and justifying improvements, programs, resources, and budgetary projections.
  • Support the agency’s diversity workforce strategy when managing resources.

Safety

  • Maintain, promote, and reinforce healthy and safe work habits, practices, and procedures.
  • Adhere to written or verbal agency and government regulations, policies, practices, and instructions.
  • Include health and safety in departmental plans with measurable goals and objectives.
  • Ensure employees are working in compliance with established safe work practices.


Salary ranges from $79,122.78 to $102,280.67 depending on experience and education.
