Working as a key member of the Children, Schools & Families leadership team, you will ensure outstanding services are provided both to the department and to our partners, services that help us improve our performance and secure the quality and value for money of our delivery. You will be instrumental in the design and delivery of new policy and strategy that helps us maximise the potential of all our children and young people.

About The Role

This role will give you the opportunity to work across Children, Schools & Families, championing and developing our one department approach. Leading a team of research, information, policy and business support staff, you will be the first point of contact for children’s services policy, strategic planning and performance management advice to the Director, Assistant Directors and Heads of Service. You will be joining at a time of change and you will contribute to the creation of a new strategy, communities and transformation division, which will strengthen our capacity to improve outcomes across the Borough. You will:

  • Lead on the development and delivery of a robust children’s services performance management framework
  • Develop and champion our approach to continuous improvement
  • Lead on the development and maintenance of partnership and departmental strategies, policies and procedures
  • Provide leadership support to the Merton Safeguarding Children Partnership
  • Ensure the User’s Voice is heard across all our policies, strategies and emerging initiatives
  • Work with the Director and Assistant Directors on the development of our departmental plans, as well as leading on service planning, risk and information governance
  • Help ensure the most appropriate configuration of data and performance functions across the department.
  • Drive forward our “Insight to Intervention” data project
  • Take a leading role in preparation for Ofsted inspections (SEND and ILACs)

About You

You will bring in depth knowledge of the legislative and policy context for children and young people’s services and a track record in leading policy, strategy and performance functions, working closely with senior managers, stakeholder and partners. You will possess excellent statistical and analytical skills as well as the ability to lead successful projects and programmes. You could be working in a role in the corporate centre, for example in corporate policy or commissioning, where you have acquired knowledge of children’s services, or you could already be working in a children’s services directorate, supporting the development of policy, strategy and continuous improvement.

Your track record will include verifiable evidence of improvement in outcomes based on the design and delivery of policy and strategy, or the delivery of effective quality and performance management. You will be able to demonstrate leadership, negotiation and relationship management skills appropriate to delivering high profile, complex services that have a profound impact on the effectiveness, availability and value for money of services to children and young people.
