Expected start Date: January 2, 2024

Position Type: Full-Time

Hours of Work: Monday to Friday, flexible hours

Salary Range: $87,184.50-$105,046.50 per year

POSITION SUMMARY

The Director of Operations works in partnership with other staff and management to support the Vision, Mission, and Values of the Centre.

The Director of Operations oversees administrative and organizational systems, including finance, human resources, facilities and information management systems. They have overall responsibility for supervision, coordination and support of the Finance and IT/IM staff. The Director of Operations plays a key role in the overall functioning of the Centre, and may cover for the Chief Executive Officer in their absence.

The Director of Operations participates in the accreditation process (if applicable), quality improvement initiatives, execution of strategic plans, and implementation of organizational accountability systems.

RESPONSIBILITIES

As a member of the management team:

  • Takes an active role instrategic and operational planning and evaluation activities, including quality improvement initiatives
  • Promotes the values of East End CHC and the CHC model of health and wellbeing
  • Provides leadership on organizational priorities, building relationships with clients, the community, and other organizations
  • Develops and ensures compliance with Centre policies and procedures
  • Identifies, prepares for and addresses risk management and emergency situations
  • Supports the Centre’s occupational health and safety program
  • Ensures that standards for health records management are met
  • Supervises and supports staff
  • Participates in the hiring, orientation and evaluation of staff, including supporting staff to enhance their professional development
  • Monitors department budgets and authorizes expenditures
  • Ensures that funder and accreditation (if applicable) requirements are met
  • Prepares funding applications and contractual agreements with service providers, educational institutions, community agencies, funders to benefit clients and the community
  • Develops communication strategies and materials, and fosters relationships with funders, suppliers, agencies and institutions which enable the Centre to meet its objectives
  • Initiates and supports the development of appropriate reports, documents, briefings, analysis and the like
  • Promotes action on, and an understanding of, health equity and social justice matters
  • Ensures staff have adequate supplies and equipment
  • Supports the board as appropriate
  • Responds to client concerns and complaints

Financial:

  • Develops and maintains systems to safeguard the Centre’s capital and financial assets
  • Ensures compliance with funder agreements, oversees the Centre’s budgets, and ensures the Centre meets all established accountability measures
  • Manages and oversees the Centre’s accounting services, ensuring effective financial management systems and policies are developed and implemented
  • Works closely with the Centre’s Board of Directors’ Treasurer to ensure appropriate financial oversight
  • Oversees annual financial audit process
  • Oversees procurement systems and ensures most efficient use of financial resources
  • Oversees and develops financial policies and systems to manage payroll, benefits, and accounts payable/receivable
  • Monitors agreements and invoices to ensure best pricing and identify possible savings
  • Prepares funding applications and financial reports as required for Board, funders and management
  • Ensures the Centre has adequate liability, directors’ and officers’ liability, building and contents, and workplace accident insurance

Human Resources

  • Manages and oversees the Centre’s human resources services, ensuring effective human resources management systems and polices are developed and implemented, and are consistent with board policies and relevant legislation
  • Oversees the Centre’s compliance with legislation, employment law and accountabilities, keeping necessary records and files, eg. insurance, Employment Standards Act, etc
  • Develops and implements employee benefits programs to recruit and retain staff
  • Develops and oversees a Centre-wide orientation and evaluation program for employees, students and volunteer
  • Designs the Centre’s equity, diversity and inclusion plan
  • Ensures proper administration and records management of human resources processes (hiring, credentialing, compensation and step increases, performance reviews, hours of work, leaves, discipline, terminations)

Information Management and Technology

  • Oversees telecommunications and information technology, ensuring these systems are effectively managed, up to date, and secure
  • Oversees information management to facilitate the proactive management and accountability of the organization
  • Ensures the appropriate IT/IM policies and procedures are in place and that staff are trained to protect the privacy of information and the Centre’s IT assets

Facilities Management:

  • Plans and oversees facilities management including building/grounds/equipment maintenance, cleaning and repairs
  • Ensures all planned and essential service maintenance is performed and documented
  • Develops and monitors a building maintenance plan for the Centre’s premises and equipment
  • Develops capital funding proposals as required to maintain building, and oversees implementation of capital projects
  • Monitors compliance with property management agreement
  • Ensures adequate building security systems

Supervision of Staff

  • Hires, trains, supervises, and evaluates IT/IM and financial support staff
  • Ensures that staff receive regular supervision and adequate, ongoing training and professional development opportunities
  • Oversees individual performance management on a regular basis, including coaching, mentoring, performance evaluation, goal setting and progressive discipline
  • Reviews staff expenditures for approval
  • Coordinates quality improvement initiatives and evaluates service delivery

QUALIFICATIONS

  • Undergraduate degree from a relevant discipline, and/or professional accounting designation (CMA, CGA) and/or relevant graduate degree (MHSc, MHA or MBA)
  • Five years progressive financial and human resources management experience in a non-profit organization, preferably in a health setting
  • Certificate or diploma in human resources management or the equivalent is an asset

· Demonstrated commitment to equity, diversity, inclusion and anti-racism with a willingness to engage in ongoing learning to increase self-awareness, improve practices and eliminate disparities in health status

  • Property management and IT/IM experience an asset
  • Ability to work collaboratively and effectively with a wide range of people and stakeholders
  • Ability to take initiative and manage multiple priorities
  • Excellent critical thinking and analysis skills
  • Proficiency in the use of relevant software applications
  • Excellent interpersonal, oral and written communication, decision-making, problem-solving, and time management skills
