Reporting to the City Manager, the Municipal Project Manager is responsible for overseeing operational and capital projects, including the planning, execution, monitoring, reporting, and delivery of projects for the municipality per specifications and standards.

This position manages several capital projects at once. The Municipal Project Manager will play a significant role in advancing the yearly Capital Program. The position will manage municipal infrastructure projects using the latest standards and best practices for project management and stakeholder engagement. The tasks assigned will encompass all areas of municipal infrastructure, including sanitary collection, treatment and disposal, water distribution, drainage, transportation, buildings/facilities, airport, and parks.

A vital function of this role is to ensure projects are delivered on time and within budget to align with organization commitments to City Council. This position plays a crucial role in identifying and managing risk and opportunities and providing recommendations on issues resolutions while managing large complex projects concurrently.

POWERS, DUTIES AND FUNCTIONS OF THE MUNICIPAL PROJECTS MANAGER
The Chief Financial Officer shall:
  • Evaluate the effectiveness of the Department’s policies, programs, and resources to stated objectives, reviews issues and make recommendations to the CITY MANAGER.
  • Monitor the operation of the Department, along with the performance development of its staff, to ensure consistency with City policy and statutory requirements.
  • Perform the duties of CFO Services by managing City revenues and reserve funds through the provision of banking, investment, and cash flow projection services.
  • Led the customer service receptionists and the Interac payment processing systems.
  • Plan and oversee the City’s overall fiscal management activities, including budgeting, inventory control and reporting, accounting, insurance, and treasury support. Monitor and recommend appropriate financial control processes and policies.
  • Leads the grant application and reporting duties for provincial and federal grants. Compiles prepare (in discussion with the management team) and recommend the overall City operating and capital budgets and associated tax rates and present this material to Council.
  • Ensure that fiscal management and reporting is conducted in a timely and effective manner
  • In conjunction with Auditors and staff, prepare the necessary year-end working papers and applicable audited financial statements according to Generally Accepted Accounting Principles and practices.
  • Responsible for the municipal taxation process and property assessment. This includes ensuring that mill rates are set to ensure the City receives the required tax funding.
  • Responsible for preparing and presenting the monthly financial report for operating and capital accounts showing City’s financial position against the approved budget.
  • To prepare and present administrative reports for City Council, Committees of Council, appointed advisory boards, or required.
  • Coordinate Property Assessment with SAMA and assessment appeals.
  • Attend Council Meetings.
  • Provides approvals for procurement and authorizes payment to professionals and contractors as per policy.
  • Delivers effective programming, ensures development, recommends implementation strategies, creates quality improvements and risk management programs.
  • Directs and conducts research relative to bylaws, policies, management reports, etc. Ensures that relative departmental bylaws are up to date.
  • Leads Payroll and Benefit Services.
  • Performs other duties as assigned by the CITY MANAGER.

EDUCATION, CREDENTIALS AND EXPERIENCE
The ideal candidate will have the following education and credentials:
  • The successful applicant must hold a bachelor’s degree in Commerce, Business, Finance, Accounting or equivalent, along with a CPA (CA, CGA, or CMA) accounting designation combined with five years of related experience in a municipal or public sector environment.
  • In addition, candidates must demonstrate strong management and supervisory skills working within a unionized environment.
  • Experience with computerized financial systems. Familiarity with Vadim, Dayforce PerfectMind, Citywide and Maximo would be an asset.
  • Experience working with Public Works staff in capital works and infrastructure improvement programs would be an asset.
  • Must be bondable.
  • Criminal Records Check.

Salary Range
  • $91,811 - $114,764
