Nova Scotia Power and NB Power have implemented strategic joint procurement to maximize expense efficiencies for customers of both utilities. This involves a coordinated approach to develop and implement category strategies to jointly source products and services that has been in place since 2017. These two cooperating entities are jointly seeking a* Strategic Sourcing Manager *in Halifax with Nova Scotia Power.
Accountabilities:
The Strategic Sourcing Manager will be responsible for the development and execution of category management plans on behalf of the two electric utilities, chiefly including the management and coordination of several supply chain processes and providing sourcing expertise as a member of the joint strategic procurement team.
Reporting to the Director, Procurement, Real Estate & Corporate Security, the successful candidate will ultimately be responsible to execute category strategies to achieve reduced costs, increased process efficiencies, and improve supplier performance across several categories of spend across both organizations. This includes the design and execution of sourcing strategies, client stakeholder engagement, supplier performance management, and contract management programs.
The incumbent will be expected to understand all relevant market factors and how to account for them in supply chain strategies, to maintain compliance with all regulatory requirements, policies, and procedures, and to integrate and optimize SaaS tools to enhance data use for improved strategic sourcing results. The successful candidate will also work closely with Procurement leadership and peers with NB Power.
Skills, Capabilities and Experience:
As the ideal candidate, you hold an undergraduate degree in a relevant discipline and/or supply chain certification, plus 5-10 years of progressive procurement, supply chain, contract development/management, project management or operations experience. The successful candidate must have a demonstrated track record of success over multiple years, performing strategic sourcing or category management responsibilities in a large enterprise. Experience in technical buying, ideally within engineered services, construction services, materials or other electric utility categories is essential as is the technical ability to understand the operational aspects of assigned categories.
The successful candidate is a natural relationship builder and team player, capable of achieving desired key performance indicators. You have proven communication skills and are empathetic and persuasive. Proven contracting and analytical skills, and the ability to negotiate win-win solutions is essential. You bring a customer-centric disposition with a natural desire to drive improvement and change. A demonstrated ability to coach and motivate team members is required, as is conflict management and strong facilitation skills. Ideally, the successful candidate brings strategic sourcing or category management experience specifically within utility or other energy or engineering-intensive commodity categories. At minimum intermediate competencies in MS-Office tools, in particular Excel is required in the role and experience with MS-Project would be considered an asset. Knowledge of generation, transmission & distribution, and capital project procurement & supplier management is not essential but would be considered an asset.
