As part of the Regional Integration of Compliance and Operations team (RICO), you will be a member of a collaborative group of experienced officers whose core mandate is to coordinate the effective delivery of our compliance and enforcement program.

About Our Opportunity


The Regional Compliance and Inspection Coordinator (CIC) is the primary source of compliance and enforcement expertise, training, coaching and procedural support for Environment and Public Health Officers. The CIC provides coordination and support for complex investigations and prosecutions, and occasionally may be asked to take on the role of lead investigator. The CICs report directly to the Provincial Manager of Compliance and Enforcement in the RICO unit, while maintaining a close working relationship with District Managers and Officers in the Inspection, Compliance and Enforcement division.

Primary Accountabilities


Within a typical day, you will:

  • Ensure consistency and integration with overall departmental and divisional operational policies and procedures by regularly interacting with Officers and providing coaching mentoring and training,
  • Support consistent division-wide oversight of compliance and enforcement actions,
  • Provide consultation and assistance on compliance and enforcement actions, operational plans, major case files (high profile, multi-jurisdictional), and court proceedings,
  • Serve as primary liaison with external regulatory agencies, Solicitors and the Public Prosecution Service,
  • Work with the Safety and Training Unit to identify, coordinate, develop and/or deliver compliance and enforcement training required by Officers.
  • Provide an operational perspective on issues with enforcing legislation under the Department’s core mandate.

Qualifications and Experience


For this role you will have completion of a related trade or technical training in an area of specialty (such as environment, public health) plus 8 years related experience after the course completion; or an acceptable equivalent combination of training and experience.

As the successful candidate you will demonstrate leadership experience in the enforcement field, excellent organizational and time management skills. You must have strong knowledge and demonstrated experience of administrative processes related to enforcement/ investigative proceedings, development and enforcement of Acts, regulations, policies, and procedures (working knowledge of the Acts/Regs enforced by Officers at ECC is an asset).

You will also possess a thorough knowledge of, and have experience in, investigative techniques and legal processes including a strong background in the preparation and presentation of court documents, as well as experience in interpreting and applying legislation, regulations, standards, and policies.

This work requires a robust knowledge of the Procedure on Compliance Promotion and Enforcement and its use.

Experience in mentoring, coaching, and training of staff as it relates to enforcement activities is an asset.

Excellent interpersonal and proven communication skills (verbal and written) are a necessity.

Successful candidates will be expected to be proficient in computer skills, report writing and have experience in working with electronic tracking systems and databases. Ideal candidates will have demonstrated their ability to solve complex issues, make decisions, be motivated, versatile, work independently and manage difficult or confrontational situations. Must have the ability to multi-task with attention to detail and have the ability to work under tight deadlines.

Working Conditions


  • Normal work week is 35 hours/week, 7 hours/day; offer flexible work arrangements.
  • May be required to work overtime on occasion
  • Must be eligible for appointment as a Special Constable under the Police Act and have a valid Nova Scotia driver’s license.
  • Travel is occasionally required within the province

Additional Information


This is a TERM employment opportunity with anticipated end date of July 5, 2024. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Candidates can set their main office any of the three offices in the Western Region (Kentville, Yarmouth or Bridgewater).

Pay Grade: TE 29

Salary Range: $2,885.19 - $3,352.47 Bi-Weekly
