POSITION OVERVIEW
We have an exciting new opportunity for a Youth Counsellor. This is specialized work in planning, developing, coordinating, and implementing outreach services and programs for youth including case review in response to extra-judicial measures (EJM) mandated by the Youth Criminal Justice Act (YCJA). Your main responsibilities will be to provide individual counselling services to youth under the age of 18 years and family counselling services; assesses complex social issues as they relate to youth; reviews police files of youth eligible for extrajudicial measures; evaluates needs of youth; determine options for intervention and referral; coordinates case management meetings; and complete and maintains client files and counselling notes. You will also provide advice, guidance, and recommendations to superiors on issues within the department; establish, sustain and develops effective working relationships with a broad range of agencies, service providers and other organizations; and provide presentations to school groups and parents on prevention topics and strengthening relationships. This position will oversee the work of subordinate staff performing youth outreach services and youth programming duties. Considerable independent judgement and action is exercised in carrying out day-to-day duties.

EDUCATION AND EXPERIENCE
Bachelor’s degree in a related discipline such as counselling or psychology, preferably supplemented by a Master’s degree and registration with BC Association of Clinical Councillors, plus considerable related experience; or an equivalent combination of training and experience.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of the psychological, social and cultural issues of youth at risk.
Considerable knowledge of YJCA and EJM principles, objectives, guidelines and procedures as they relate to the work performed.
Considerable knowledge of the practices, methods and techniques in evaluating case management issues and program development.
Considerable knowledge of sources of current literature, trends and developments in fields related to the work.
Sound knowledge of the organization and function of the various internal sections and of the regulations, policies and practices governing the work performed.
Some knowledge of funding sources from various agencies and required application processes.
Ability to review police files of youth eligible for EJM, to evaluate needs of youth and determine options for intervention and referral and to coordinate case management meetings.
Ability to identify and assess complex social issues and to plan, develop, coordinate, implement, make decisions about and evaluate programs and outreach services and to make changes as needed.
Ability to provide advice, guidance and recommendations to superiors and to influence opinions, attitudes and judgements about services and programs.
Ability to oversees the work of subordinate staff performing youth outreach services and youth programming duties.
Ability to communicate effectively orally and in writing and to make presentations.
Ability to establish, sustain and develop effective working relationships with a broad range of external contacts and with internal staff at all levels.
Ability to work with minimal supervision.
Ability to prepare and maintain a variety of reports, records and correspondence.

LICENCES AND CERTIFICATES
Class 5 Driver’s Licence for the Province of British Columbia.

HOURS OF WORK
Hours of work are governed by Schedule “B” (M) - based on article 13.01 which may, at the discretion of the Commanding officer of the RCMP or his/her duly appointed representative, work any seven (7) hours between the hours of 6:00 am and 12:00 midnight, Monday to Sunday, inclusive, with shift differential as per Article 14.10. When shifts are changed, or positions hired, employees in the positions will be given shift preference on the basis of seniority.

ADDITIONAL INFORMATION:
This position will be funded for three (3) years.
