The Proposal Manager is responsible for preparing technical and commercial bids for turnkey hydroelectric projects. This engineer works in collaboration with different specialists and ensures the completeness and the quality of the submissions. The Proposal Manager plays a key role in the team and reports to the Director - Proposals and Estimates.



RESPONSABILITIES

  • Analyze the plans, specifications, commercial and technical clauses of the calls for tender;
  • Participate in the bid strategy, project risk assessment and clarifications;
  • Create a schedule of bid activities and follow up with the various stakeholders;
  • Organize and lead the required internal meetings in accordance with bid management processes
  • Create the preliminary project schedule, the critical path and the manpower curve;
  • Perform technical and financial calculations, cashflow forecasts, "WBS" and budget cost coding;
  • Write certain sections of the proposals both in French and English;
  • Facilitate and lead the decision-making process within the team on strategic issues;
  • Negotiate with external companies and create partnerships;
  • Establish the winning strategy with the agreement of senior management, validate it as an appropriate strategy and ensure that it is followed by team members;
  • Submit the offer and participate in negotiations with the customer;
  • Ensure a smooth transition to the delivery team upon receipt of the contract.



SKILLS & COMPETENCIES

  • Bachelor Degree in Mechanical or Electrical or Civil Engineering;
  • Minimum five (5) years’ experience in proposal/sales department for sales of machinery or in the construction industry;
  • Fluency in French and English languages;
  • Project Management skills – ability to handle multiple complex tasks daily;
  • Effective communication skills (oral & written) in a multi-stakeholder environment;
  • Proven leadership ability within a team context;
  • Excellent problem solving and decision making skills, initiative and creativity;
  • Commercial contract knowledge and strong negotiation skills;
  • Knowledge of products, technical aspects and market related to hydroelectric business (an asset).
