Director, Community Projects

JOB SUMMARY:
Progressive Housing Society (PHS) provides permanent supportive housing and a safe and healthy community fostering dignity, respect, and personal stability, and to advocate ending homelessness for vulnerable persons with mental disabilities. Our newly created Housing and Outreach Hub in Burnaby will offer a wide range of support resources to people who are afflicted with mental disabilities and who are facing poverty and homelessness. The “Hub” serves as one of the key entry points into accessing services with Progressive Housing Society.

Our talented and dedicated team work passionately to fulfill and support personal wellness goals. The Housing and Outreach Hub is staffed seven days per week to provide supportive services to homeless and low-income persons in the community. We are seeking a highly personable, compassionate, and team-oriented Director, to develop, facilitate and oversee our vision of an integrated team of professionals including a newly created Volunteer and Peer program. The Director, is responsible for the development, implementation and management and of Progressive Housing Society’s Housing and Outreach Hub. The Director ensures that all human resources, budgets, policies, contractual requirements, and clients’ outcomes are met. The position is also responsible for implementing best practices in the social services non-profit sector with a focus on a person centered and harm reduction approach and the on-going evaluation of programs under supervision. This is a one-year pilot project with the hope of securing ongoing funding to support the tremendous need in our community.

As an integral part of the senior management team, you will work to create a safe and welcoming environment that meet the immediate needs of unique individuals and families each day. Under the direction of the Executive Director, this position will be responsible for the organization and implementation of the Housing and Outreach Hub during open business hours (7 days) which may include but are not limited to coordination of services and enrichment activities, crisis intervention, program delivery oversight of Peer and volunteer activities assistance with food pantry execution, and donation management.

Program Duties and Responsibilities:

Creates, develops and provides oversight of the Outreach staff and Peer and Volunteer Program; engages with community stakeholders in the development of a multi-disciplinary team (ie The Division of Family Practice, Burnaby Mental Health and Substance Use, Fraser Health Authority, BC Housing, partner NPO’s, private stakeholders)
Works to build a healthy, stable, and welcoming environment for homeless and vulnerable population and help with addressing their goals of permanency, safety, and well-being.
Supervises/coordinates a multi-disciplinary team and is responsible for personnel matters such as hiring, orientation, training, supervision, and evaluation of staff.
Works with staff, peers, and volunteers to maintain a safe, positive environment for clients who drop in to do laundry, cook a meal, take a shower, or take advantage of any of the other many services
offered by the Drop-In Center.
Develops and monitors administrative and programmatic procedures to facilitate and enhance the delivery of services to clients.
Ensures that all services are provided using positive and trauma informed care approaches.

• Prepares and monitors budgets.

Ensures that all contract deliverables for every program under supervision are met.
Assesses the quality of all services and outcomes of the programs
Ensures that clients’ documentation is entered into HIFIS, and any other database required by funders
Writes required reports, renewal applications and monthly statistics in conjunction with the Executive Director.
Works with external stakeholders to ensure appropriate placement of clients in housing programs
Meets with clients to evaluate quality of service.
Develops, implements, and modifies programs’ policies according to the needs of the programs and clients’ goals in accordance with Provincial regulations.
Ensures proper maintenance of all resident case files and programmatic records, including administrative and financial records.
Oversees the physical environment of the Housing and Outreach Hub.
Coordinates all maintenance operations and monitors all necessary repairs to any of the program facilities.
Partners with external agencies and assists the Executive Director with securing funding for the Society.
Coordinates purchase of required supplies and ensures inventories are updated regularly.
Coordinates staff meetings, staff supervision, monthly program resident meetings, and case reviews.
Participates in publicity activities throughout the Burnaby area related to the programs.

Competencies:

• Knowledge of issues related to poverty, homelessness, mental illness, trauma, substance abuse, health issues, and older adults preferred
• Strong project management/implementation skills
• Knowledge and experience with creating outreach programs
• Excellent customer service and strong interpersonal skills; ability to engage a diverse group of participants, team-members, and volunteers
• Ability to exercise and model good judgment, teamwork, and professionalism, especially in crisis situations with the ability to utilize crisis intervention and de-escalation techniques within the Society’s guidelines
• Proficient in Microsoft Office Suite (Word, Excel, Outlook)
• Strong written and oral communication skills required
• Detail-oriented, highly organized, able to manage multiple tasks and priorities, and set and meet goals and deadline

Required Education/Experience/Skills/ Position Qualifications:

1-2 years demonstrated Director experience preferably in the non-profit sector
Strong communication and organizational skills
Master’s degree in Social Work, Health related or equivalent combination non-profit management experience and education
A minimum of 8 years of education and experience in a senior leadership position.
Ability to develop, revise and oversee individual program budgets.
Ability to plan and implement program functions and evaluate program outcomes.
Ability to demonstrate cultural competence with diverse clients and staff.
Knowledge of residential programming, and residential goals for at risk and vulnerable population.
Experience in planning and running special events.
At least three (3) years of program management/program development experience
At least five (5) years of experience working with vulnerable at-risk population
Extensive knowledge of community resources
Direct service experience with disadvantaged populations and/or history of employment in customer service required; Experience in a multi-service non-profit is a plus
Knowledge of appropriate software including Microsoft Word, Excel, and Outlook, and Microsoft PowerPoint
Valid driver’s license, access to a personal vehicle, and current automobile insurance
Ability to complete Federal and Provincial (Vulnerable Sector Check) background clearances
Travel:
Minimal traveling may be required for activities, meetings and/or trainings as directed
