Are you a midwife or nurse practitioner with experience in patient care reviews, quality improvement or assurance, or health care administration? Are you a nurse or other healthcare professional with experience in professional regulation, patient safety or healthcare risk management? Do you have experience conducting or managing investigations? The BC College of Nurses and Midwives (BCCNM) has an exciting opportunity for a full-time Professional Conduct Review Investigator on our growing team. A part time position will be considered should the successful candidate wish to maintain concurrent clinical practice.

Working as a Professional Conduct Review (PCR) Investigator, you will be part of a team that plans and conduct investigations in response to complaints about midwifery and nursing care. Your role includes speaking with patients and other complainants to better understand their concerns, gathering information such as medical records to evaluate the concerns in context, and obtaining testimonials during verbal and written interviews with patients, colleagues, and registrants. Your work will be supported by a dedicated team of investigators and legal counsel with backgrounds in nursing and midwifery, investigation, regulation, and the law.

The College is recruiting for professionals with a range of healthcare training and experience, but preference will be given to individuals with an RM or NP designation or equivalent training. What you’ll be doing


Reporting to the Director, Inquiry, Discipline & Monitoring and working as a key member of the professional conduct review team, the PCR Investigator engages in written and verbal correspondence and chart reviews to assess complaints about BCCNM registrants, presents their investigation report to the statutory decision-maker, and communicates the outcomes to the relevant parties.

Responsibilities

  • Planning and conducting complaint investigations in accordance with the Health Professions Act, including reviewing medical records and interviewing complainants, registrants, and witnesses
  • Drafting and presenting investigation reports summarizing the evidence
  • Negotiating the outcome directed by the statutory decision-maker with the support of legal counsel
  • Communicating the outcome to relevant parties by phone and letter
  • Where required, appearing as a witness at discipline proceedings conducted by BCCNM, and in other legal proceedings
  • Liaising with legal counsel as required in order to ensure that the investigative and resolution process is compliant with the Health Professions Act and related bylaws and policies

Note: This position may require some limited travel, typically within the province and for short durations

Your education & skills

  • Education and experience such as: degree in midwifery, nursing, or healthcare, with MA/MSc an asset; professional certificate or equivalent demonstrated experience in workplace, licensing, or regulatory investigations, preferably in the healthcare setting; formal training in medical legal investigations; lawyer or paralegal certification; or equivalent combination of education and experience
  • 5 or more years midwifery, nursing or equivalent experience, or management experience in healthcare, an asset
  • Knowledge of trauma-informed practice, an asset
  • Experience working with Indigenous populations investigating and resolving complaints within the health care system is preferred
  • Demonstrated understanding of diversity, inclusion and cultural safety and humility as they apply to health care
  • Strong risk assessment, communication, interpersonal and writing skills a priority
  • Demonstrated ability to independently manage a complex caseload and make discretionary decisions in accordance with risk mitigation goals, precedent, policy, and legislation
  • Experience in mediation, alternative dispute resolution, and negotiation an asset
  • Experience drafting institutional policy an asset
  • Advanced skills in MS Outlook, Word and Excel and experience using organization-specific databases, web browsers and search engines a priority
