Overview:
Northwest Territories Power Corporation (NTPC) is a wholly owned subsidiary of the Northwest Territories Hydro Corporation (NT Hydro), which is 100 percent owned by the Government of the Northwest Territories (GNWT). The Corporation distributes electricity to end-use customers in 26 of the 33 communities in the NWT and supplies electricity on a wholesale basis to two distributing utilities which, in turn, retail electricity to customers in Yellowknife and the Hay River area. NTPC’s facilities include hydroelectric, diesel, and liquified natural gas (LNG) generation plants, transmission systems and numerous isolated electrical distribution systems.


Reporting to the Chair of the Board of Directors, the President and CEO creates the essential conditions – internal coherence, corporation discipline and alignment to strategic outcomes – for effective strategic direction and the delivery of results in support of the Board and shareholder’s agenda. The incumbent’s role is to ensure that NTPC performs its commercial mandate effectively, while also aligning the organization with the policy direction of the Government in meeting the needs of the people of the NWT.

Responsibilities:

The President and CEO is responsible for providing leadership for the NTPC, NT Hydro, and its subsidiaries including overseeing all operations of the Corporations on behalf of the shareholder and the Board of Directors. The President and CEO is accountable, on a day-to-day basis, to the Chair of the Board of Directors who in turn is accountable to the Minister Responsible for the Northwest Territories Power Corporation. The President and CEO supports the Minister, including the other departments and agencies reporting to the Minister, seeking to ensure that all organizations work together in the most effective fashion in support of the Minister and the Government.

The President and CEO is accountable for ensuring and demonstrating that the resources allocated to the Corporations are well managed and are being used to achieve the results and priorities identified by the Board, the government as a whole or by legislation, and that these results are in fact being achieved for NWT residents. The President and CEO fosters an environment of continuous improvement in service to its customers which includes measuring levels of satisfaction, setting improvement targets, developing plans to meet those targets, monitoring implementation, and reporting back to the Board on progress.

The President and CEO articulates a vision for the Corporations that is shared and lived throughout the organization and ensures the Corporations have the right people, work environment and capacity to ensure the Corporations’ success. The President and CEO leads the ongoing development of the public service, appointed on merit, representative of the territory’s ethic and cultural diversity, and adapted to the needs of the present and the future.

Qualifications:
  • Bachelor’s degree in engineering, commerce or other related discipline.
  • Minimum of fifteen (15) years of utility industry experience.
  • Minimum of eight (8) years of direct management experience, in a unionized work environment.
  • Previous experience providing advice to and receiving direction from a Board of Directors.
  • Must possess excellent interpersonal and communication skills to develop effective relationships with stakeholders and provide effective leadership to the Corporations.
  • Must possess experience in leading the development of and utilization of sound human resource strategies to support strong organizational performance, including effective management/union relations.
  • Demonstrated leadership experience in areas such as change management, establishing strong organizational plans and collaboration with Government.
  • Must have a demonstrated ability to manage and provide strategic advice within a complex legislative and political environment.
  • Must undergo a successful Criminal Records Check.
