PAGC PUBLIC SAFETY IMPLEMENTATION ADVISOR

The Prince Albert Grand Council’s Public Safety Implementation Team (PSIT) requires a PAGC Public Safety Implementation Advisor (PSIA) to manage a Feasibility Study Project to develop a Self-Administered Police Service for the 12 First Nations of the PAGC.

PSIA Duties:

  • The PSIA will advise and review current policing models
  • Engage with the PAGC First Nations in the selection of a preferred policing model
  • Develop a transitional plan from existing models (i.e.-CTA’s) in partnership with designated external partners.
  • The PSIA will work with the PAGC communities to review their state of readiness to develop a self-administered police service.
  • The PSIA will set a framework for a self-administered police service model for PAGC, including governance and operational needs.
  • The PSIA will be responsible for the planning, organizing, directing, controlling and evaluating of the project
  • Contract will be for a minimum two-year period beginning December 2023.

Education/Experience:

  • The successful candidate will have a university degree or an equivalent combination of education with a minimum of five years’ progressive experience in policy or a similar role.
  • Must have experience in human resource management and financial administration.
  • Must have knowledge of restorative justice practices.
  • Experience, at an operational level, as a leader who has developed and led teams or programs in a complex multi-stakeholder environment.
  • Valid Saskatchewan Class 5 driver’s license.
  • Ability to travel to PAGC communities.
  • Knowledge in public safety.

Knowledge, Skills and Abilities:

  • Knowledge of the First Nations Policing Program, the Saskatchewan Police Act, the RCMP Act and the Collective Bargaining Agreement between the National Police Federation and the RCMP
  • Ability to develop and carry out strategic and operational plans
  • A solid record of working with First Nations communities
  • Superior written and verbal communication skills
  • Competence in any of the PAGC languages preferred (Cree, Dakota or Dene)
  • Has knowledge and understanding of the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMWIG) Calls for Justice and the Truth and Reconciliation Commission of Canada (TRC) Calls to Action as it relates to Justice. Must adopt and follow up with the PAGC 2019 Symposium Recommendations.
  • The ideal candidate will strong organizational, interpersonal and communication skills with a demonstrated ability to work with multiple stakeholders.
  • In addition, you will have knowledge and experience in methods for program review, evaluation, project management and public policy formulation.
  • Must present recent C-pic/Vulnerable Sector Checks
