The Manager, Securitization actively participates in the Bank’s liquidity management to produce favourable results for the Bank and to meet regulatory compliance. This includes:
  • Managing the analysis used for pooling, documentation, and administration process for Mortgage Backed Securities (MBS) as it relates to MBS and Canada Mortgage Bond (CMB)
  • Managing both internal and external pools; including execution, documentation, agreements, monitoring and reporting as required
  • Preparing quarterly substitution submissions for portfolio insurance and new submissions as required
  • Acting as the primary support to QAT for system testing activities
  • Monitoring the mortgage portfolio for data integrity issues, and resolving same to maximize the use of mortgages for pooling activities
  • Ensuring a balanced workload among team members
  • Providing information, analysis to the Senior Manager, Securitizations to assist in decision- making


Is this role right for you? In this role, you will:


1. Manage the issuance of MBS/CHT pools for liquidity management purposes

  • Conduct analysis and eligibility forecast to present to Group Treasury for approval regarding issuance into the MBS/CMB program
  • Manage the issuance of MBS for Canada Mortgage and Housing Corporation (CMHC) MBS Program through the following actions:

o Overseeing the pooling of residential mortgages for Canada Mortgage Bond ("CMB") Program
o As top-up or repos to the CMB Program.
o For the balance sheet liquidity purposes

  • Review completion of all required documentation specific to CMHC’s NHA MBS program ensuring accuracy and completeness
  • Manage issuance of CMHC Social Housing (SH) program, coordinating with internal/external stakeholders on SH initiatives and overseeing inquiries related to SH mortgages
  • Assess qualifying assets requiring a thorough understanding of assets and pool qualification criteria
  • Verify/review issuance/entries prepared by Senior Analyst for accuracy and completeness
  • Provide effective support and analysis to Group Treasury, SMC Finance, and other bank areas on matters regarding securitization issues

2. Manage the asset backed securitization for internally effective capital structured programs
  • Conduct/review analysis to present to Group Treasury for approval regarding mortgage sales into the Covered Bond program and any other programs utilized by Group Treasury to manage the bank’s liquidity requirements. Ensure all purchases/sales are in compliance with detailed agreements. Review mortgage sale transactions between the Bank and its subsidiary companies to optimize Bank capital structures
  • Review mortgage sale and buy back transactions between the Bank and Scotia Mutual Fund ensuring compliance with detailed agreements, and that fees as required for servicing, guarantees etc. are calculated accurately
  • Analyze sale reports and extract information to ascertain market valuation and servicing fees pertaining to sale transactions
  • Review all journal entries and analysis on internal pools as prepared by Senior Analyst

3. Manage the accurate and timely administration of remittance to Computershare Trust Company of Canada (CPTA) for MBS issues including managing the processing of remittance, fees and journal entries.
  • Verify and review entries prepared by Senior Analyst for accuracy and completeness
  • Review all analytical work prepared by Senior Analyst to ensure liquidations and CPTA edits are reported appropriately
  • Validate remittance reports and confirm all processes and procedures are completed prior to upload

4. Provide management of Portfolio Insurance Substitution capacity & New Portfolio Insurance Purchases
  • Conduct analysis of uninsured mortgages to satisfy the criteria for utilizing of the Bank’s substitution capacity on a quarterly basis, as well as for new purchases, for CMHC, Sagen and Canada Guaranty as applicable
  • Submit mortgages to the applicable insurer on a timely basis
  • Conduct regular insurance audit to ensure insurance data accuracy on TLS
  • Maintain compliance rate with Insurance Purpose Test Reports

5. Provide support to Senior Manager on analysis and preparation for planning, forecasting, accounting, audits and reporting processes for Securitization
  • Along with the Senior Manager, work with Group Treasury to determine annual/ monthly requirements for liquidity management
  • Assist with/respond to enquiries regarding internal and external audits of all MBS issues and sale transactions, including SOX I CMHC audits

6. Provide resolution of Data Integrity Issues to Maximize Available Mortgages for Pooling Activities
  • Actively manage the ’ineligible mortgage’ list in mHUB to resolve data integrity issues
  • Proactively conduct analysis on the mortgage portfolio to identify and resolve data integrity issues such as invalid insurance certificate numbers, Loan to value inconsistencies, and any other identified issues
  • Support for resolving data integrity issues may be required from CMHC, Sagen, Canada Guaranty, the RMLO and others

7. Provide recommendations on enhancements as well as support QAT with testing of mortgage Hub ("mHUB") for securitization activities in conjunction with Senior Manager, Securitization
  • Continuously review current application and provide recommendations on enhancements
  • Liase with QAT to support accurate and thorough testing on new releases
  • Coordinate and cross train Senior Analysts on UAT testing

8. Provide excellent customer service and support to Internal and external stakeholders
  • Respond promptly, accurately and thoroughly to all telephone and written enquiries/correspondence;
  • Investigate/resolve GL accounting/balance discrepancies related to Securitized loans.
  • Identify operational/systems issues and escalate for resolution

9. Train, coach and other duties
  • Document annual deliverables for Senior Analysts and provide formal feedback throughout the year as well as at year end
  • Provide ongoing training to Senior Analysts ensuring cross training and backup of duties to maximize knowledge transfer among the group
  • Ensure that securitization, remittance and reconciliation procedures remain current and up to date
  • Maintain timely and organized filing and documentation management
  • Coach and develop Senior Analysts to ensure employee development needs are met
  • Act as backup for the issuance of MBS/CMB pools as well as the sale I buyback or mortgages to the Covered Bond Program, Mutual Fund, subsidiaries, etc. as required
  • Assist Senior Manager as required in ad hoc analysis and projects

The Manager works independently under the general direction of the Senior Manager, Securitization and within the framework of existing Bank policies and procedures and approved transaction limits. They are expected to be self- motivated and work with a high degree of independent judgment and expertise in carrying out his/her accountabilities and in prioritization of work load.

Significant business developments, issues, trends and results impacting operations of the unit are brought to the attention of the Senior Manager along with recommendations for resolution. The Senior Manager provides guidance on key or complex issues.

  • Ability to undertake complex analysis and determine discount pricing, yield and spread etc. under tight time constraints including yield & spread, MBS, Portfolio sales to internal entities. Support the funding requests specified by Group Treasury and Financial Review
  • Thorough knowledge and experience in Securitization including structure of securitization deals, process, rules and regulations specific to CMHC’s NHA MBS program
  • Excellent understanding of and proficiency in financial mathematics; net present value calculations, annuities, internal rate of returns· understanding of market valuations discount rates and basis points
  • Advanced personal computer skills, including spreadsheets, word-processing applications, databases, and systems; able to run programs and complex spreadsheets
  • Degree or background in Accounting; Professional Accounting designation
  • Ability to multi-task and cross-train along with the ability to manage and develop others to maximize operational effectiveness
  • Experience in acceptance testing
  • Solid communication/interpersonal/negotiating skills to interact with external partners and other Bank stakeholders
  • Strong focus on accuracy, timeliness, thoroughness, attention to detail and ability to perform well under stress and tight timelines
  • A high degree of self-assurance/initiative and business sense is required to perform responsibilities independently within established parameters
