The University Endowment Lands (UEL) is an unincorporated area located between the City of Vancouver and the University of British Columbia, with a population of approximately 4,000 residents. The UEL operates under the authority of the University Endowment Land Act, and the UEL Manager has delegated authority from the Minister under Section 15(1) of the Act to administer the University Endowment Lands.

The UEL provides a portfolio of services including building and planning functions, public works, administration, water and fire protection to residents. Costs are recovered through a combination of permit fees, water sales, licenses, other revenues and property taxes.

Reporting to the Deputy Manager responsible for Development Services, the Senior Building Inspector is the UEL’s senior subject matter expert regarding all aspects of the building permit process in accordance with the UEL Land Use, Building and Community Administration Bylaw, the UEL Act, the BC Building Code, the BC Plumbing Codes, BC Energy Step Code, related safety codes, and other applicable regulations. The Senior Building Inspector reviews building permit applications/plans, performs inspections, prepares reports, investigates and resolves complaints and compliance issues and contributes to policy and bylaw development.

Job Requirements:

  • University Degree in architecture or a diploma or trade certification/Red Seal Endorsement in a related field (e.g., civil engineering technology).
  • Current designation as a Certified Building Official Level 3 with the Building Officials’ Association of BC or ability to fulfill this requirement within six months of employment.
      • Note: Candidates with a current designation as a Certified Building Official Level 2 with the Building Officials’ Association, or equivalent, may be considered for appointment at a lower classification level.
  • Registered, or immediately eligible for registration, as a fully licensed professional Architect with the Architectural Institute of British Columbia.
      • Note: Immediately eligible is defined as being registered as a professional in another Canadian jurisdiction referred to above, and able to transfer that membership to a BC professional association within 6 months of employment. It is the responsibility of the applicant to have their qualifications reviewed by the appropriate body to ensure they have the necessary requirements for registration.
  • Valid BC Driver’s licence.
  • A minimum of 5 years of recent (within the last 10 years), related experience to include:
  • Experience as a building inspector in Canada (preferably BC).
  • Experience building relationships with a variety of stakeholders.
  • Supervisory experience.
  • Preference may be given to candidates with experience in following:
  • Preparing and delivering presentations.

Flexible work options are available; this position may be able to work up to 2 days at home per week as per the Telework Agreement.
