Job Summary

The Learning & Organizational Development Specialist responsibilities include consulting and collaborating with a broad range of clients across the organization to support their goals and objectives. The primary focus is leading the design, development, delivery and evaluation of programs and services that support and build on individual, team and organizational capacity. Core priorities involve supporting strategies for optimizing the employee experience, engagement, leadership development, learning, change management, teamwork and culture, ensuring alignment with the organization’s strategic priorities.

KEY DUTIES AND RESPONSIBILITIES

  • Lead the needs assessment process with clients to research and develop relevant solutions including interventions, development plans, customized learning, facilitated sessions.
  • Prepare and provide recommendations to Sr. Manager as they relate to learning & organizational development practices & solutions that positively impact the organization and drive the City’s culture.
  • Develop new and refine existing learning programs including the mandatory learning and select-in programming.
  • Successful development facilitation and delivery of individual, team, group and leadership development programs.
  • Promote and support process improvement activities to refine existing processes within departments and across the organization for increased effectiveness and efficiency.
  • Identify outsourcing relationships, develop and manage vendor relationships, and secure and select vendors through the organization’s procurement processes.
  • Training activity coordination and administration

Minimum Education & Experience Required

  • Post-secondary degree in a field related to Adult Education, Organizational Development, Human Resources and/or or 5 plus years’ equivalent work experience.
  • Experience consulting, developing, managing, facilitating and advising with clients and senior management.
  • L&OD specialist/designer level role, designing e-learning, in person learning, vendor engagement, consulting with clients, LMS execution.
  • Knowledge delivering and developing leadership programs executing a variety of related frameworks to different levels within an organizational.
  • Strong knowledge of HR function, including initiatives which impact Human Resources management.
  • Demonstrated development and facilitation skills to employees at all levels with specific experience in leadership development including emerging leaders
  • Good knowledge of change management and organizational design practices.
  • Demonstrated experience diagnosing, planning, delivering and evaluating organizational development interventions.
  • High level of organizational awareness skill including political and business acumen ensuring a comprehensive understanding of induvial and group dynamics.
  • Strong influencing and motivational skills to deal with participants who require additional support.
  • Experience managing and partnering with relevant vendors.
