Job Description:

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Manager, Recruitment, the Lead, Talent Acquisition (the Lead) is responsible for providing mentorship and development to the Talent Acquisition team members, and counsels on full scope internal and external recruitment services for unionized and non-unionized positions throughout the organization. The Lead provides expert advice and developing external recruitment strategies with a focus on long-term health human resources workforce planning and development.

The Lead maintains strong working relationships with Island Health operational leaders (clients) to develop close partnerships and create a deep understanding of their departments and recruitment resourcing needs. The Lead supports the operational leaders by participating in departmental planning by advising and guiding the leader with Talent Acquisition information and best practices.

The Lead promotes and fosters a consultative and problem-solving approach that contributes to the achievement of the goals and objectives of the Talent Acquisition team and Island Health, and works closely with colleagues and partners throughout the organization for program direction, Talent Acquisition best practices, guidance, supports and expertise.

Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of the Vancouver Island Health Authority in accordance with the service assignment and may require the use of a personal vehicle.

QUALIFICATIONS:

Education, Training And Experience

A level of education, training and experience equivalent to a Bachelor’s degree in a related discipline such as Human Resources or Business Administration, plus five (5) years’ experience including 2 years with a strategic focus, and experience within Talent Experience, preferably in a health care setting in a similar large, complex, multi-union organization.

Valid BC Driver’s License.

  • Extensive knowledge of human resources and full cycle recruitment principles and practices, hiring regulations, codes of ethics and health care professional licensing.
  • Excellent client relationship skills, the ability to resolve conflict, the ability to find solutions to complex issues in a fast-paced multi-union environment, the ability to work successfully with others and adapt to change.
  • Extensive experience using various recruitment search methods to source potential candidates through online channels (ie social media platforms & professional networks).
  • Demonstrated ability to lead, facilitate and consult effectively with a variety of audiences and partner groups. Ability to interact effectively in situations involving stress and conflict.
  • Proven time management and organizational skills. Ability to prioritize workload and attend to detail, and complete varied assignments while dealing with frequent interruptions and deadlines.
  • Demonstrated excellent communication (both written and verbal), facilitation and influencing skills. Advanced skill in current computer applications (word processing, spreadsheet, presentation, and database). Advanced level proficiency in relevant computer programs including word processing, database, spreadsheet and presentation software.
  • Promotes Island Health’s brand by providing effective and professional recruitment services to external candidates and leads employer branding initiatives.
  • Ability to work with successfully with other team members and the ability to lead and adapt to change.
  • Physical ability to perform the duties of the position.
