Job Purpose

The Land Analyst provides support to business units that required land for the organization in Canada. In this role, this position provides advice on project acquisition costs and timelines as well as providing support for ongoing operations. To achieve timely project execution, this role works collaboratively with Business Development, Environment & Regulatory, Engineering & Construction, Facility & Well Operations.

In this role, the Land Analyst will be responsible for the following key areas:

  • Project Development – Provide technical leadership on the full project development process from idea phase through to operations, and end of asset life-cycle, in order to achieve timely project
  • Day to Day Operations – Direct and oversee operational areas with land file management as required. They will also be responsible to ensure the maintenance of accurate and complete records including physical files within our land management systems.

Essential Duties & Responsibilities

The responsibilities of this role include, but are not limited to:

Surface Land

  • Project planning and acquisition coordination (Crown/Freehold, BC/AB/SK), including advising project team on requirements, acquiring cost estimates, cost control, preparing project timelines, project management and audit of final acquisition to ensure regulatory compliance
  • Internal and external stakeholder engagement, including Landowners, Regulatory Bodies, First Nations (including Consultation and Adequacy submissions)
  • Preparation and submission of online applications and requirements (ETS, DDS, OneStop, IRIS, eSubmissions, etc.)
  • Operational Area Management including administration of existing land files (i.e. obligations, expiries, renewals, rent reviews, rental calendars, assignments, file analysis, survey plan registrations, etc.)
  • Ensure timely input and integrity of surface land data into CS Explorer and/or other databases
  • Use of Land Title systems for BC, AB & SK to prepare Landowner Line Lists and ensure protection of SECURE’s interests
  • Obtain third party consents and other Agreements as may be required for continued operations

Mineral Land

  • Operational Area Management including administration of existing land files (i.e. obligations, expiries, renewals, rent reviews, rental calendars, assignments, file analysis, etc.)
  • Ensure timely input and integrity of mineral land data into CS Explorer and/or other databases
  • Processing of monthly mineral land rentals including obligation and expiry review (BC e-Payments, AB ETS, SK IRIS)
  • Advise project team on upcoming Land Sale postings and current lease expiries
  • Submit mineral applications as required (CMA, Continuations, Extensions, Land Postings/Bids)

Contract Land

  • Ensure timely input and integrity of contract data into CS Explorer and/or other databases as it affects Surface and Mineral Land records
  • Internal stakeholder engagement as required to assist in facilitation of acquisitions and divestitures.

Administration Support

  • Administering and processing of third-party requests and issuance road use agreements
  • Invoice review, coding and payment approvals
  • Administration of surface and mineral rentals
  • Administering One Call services (all jurisdictions)
  • Administration of online accounts (ETS, DDS, OneStop, IRIS, Land Titles, ePayments, etc.)

Qualifications/Competencies

The individual in this role will have:

  • A Diploma in Petroleum Land Administration or Land Management is required
  • A minimum of 8 years’ experience working in surface and mineral land acquisitions and land management
  • Solid understanding of land documents and applicable legislation and ability to apply such knowledge
  • Computer program experience/knowledge (MS Office), Land database systems (CS Explorer), Pandell Roads experience considered an asset
  • Mapping systems experience (Abadata, GeoScout)
  • Experience with Governmental Agency systems (ETS, DDS, OneStop, IRIS, AMS, ESubmissions, etc.)
  • Ability to work effectively in a team environment
  • Strong interpersonal skills in the areas of communication, listening and presentation
  • Ability to develop, nurture and maintain strong relationships with vendors, agencies and internal stakeholders
  • Solid understanding and ability to execute on project scheduling, budgeting, cost control
  • Excellent organization skills to meet tight deadlines and the ability to work in a fast-paced environment

Experience
