We are looking for a Technical Outreach Officer to support our Construction Research Centre. The Technical Outreach Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

As the information transfer focal point for the Climate Resilient Built Environment (CRBE) Initiative and other climate and research initiatives, the Technical Outreach Officer has a solid technical background and understanding of technical concepts in order to work directly with technical and content experts to develop information transfer and outreach activities related to the activities of NRC Construction’s (NRC CONST) CRBE and other climate and research initiatives. CRBE is a 5-year initiative in partnership with Infrastructure Canada to develop, mobilize and disseminate the tools, knowledge and capacity needed to improve resilience of Canada’s public infrastructure, and to enable a culture of resilience to climate change and extreme events by Canada’s construction sector including infrastructure design and asset management.

The incumbent supports initiative managers by planning, developing, implementing and monitoring stakeholder outreach, engagement and information transfer strategies, as well as by engaging and liaising with the construction industry, stakeholders and stakeholder associations. In addition, the incumbent will assist in identifying stakeholders and planning, managing and monitoring their engagement in, and understanding of NRC CONST’s research as relates to the climate change adaptation and climate resilience of buildings and infrastructure as well as other research activities at NRC CONST (including those related to building codes, climate change mitigation, and healthy indoor environment).

The Technical Outreach Officer will identify information transfer opportunities and positioning that support the vision, strategic objectives and priorities of NRC CONST and the CRBE Initiative. The incumbent will provide strategic advice to CONST initiative managers and participates in the preparation of briefing material and responses to media and/or ministerial correspondence. Our Technical Outreach Officer identifies issues, conducts research and analysis, and recommends mitigating strategies in the event of stakeholder issues or concerns.

The incumbent will develop and manage subject-specific strategic and technical outreach plans which include key messages, strategic considerations and tactics targeting specific stakeholder groups and topics.

Education


A Bachelor’s degree from a recognized university in marketing, communications, public policy or in a scientific/technical field is required.

Experience


  • Experience in providing stakeholder outreach, engagement and/or technical information transfer services in a regulatory agency, the construction industry or a science and technology transfer environment.
  • Experience liaising with key stakeholder associations, corporate communications branches and government departments to ensure the successful implementation of stakeholder outreach, engagement and information transfer priorities.
  • Experience in researching, writing and producing technical content (related to engineering, architecture and/or scientific fields) using traditional and online information transfer products and the use of the web as a strategic outreach tool.
  • Experience working with internal and external clients.

Technical Competencies


  • Knowledge of engineering, architectural and/or scientific concepts and terminology.
  • Knowledge of the construction industry and trends in climate change adaptation for infrastructure or buildings.
  • Knowledge of building or infrastructure research, or the regulatory industry, or trends in climate change mitigation for buildings or infrastructure may be considered an asset.
  • Knowledge of current trends and techniques in stakeholder outreach, engagement and/or information transfer and the following specializations: information management, analysis and measurement, technical and business writing/editing.
  • Ability to research and understand technically complex materials and to effectively target the information to specific stakeholders.
  • Ability to manage and write a diverse range of print and electronic technical information transfer products.
  • Ability to write a variety of reports in English.
  • Knowledge of project and contract management.
  • Knowledge of the Government of Canada’s communications policies and related guidelines may be considered an asset

Salary Range


This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $57,220 to $161,754 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.
