How You Will Make An Impact

The Strategic HR Business Partner (SHRBP) is the point of contact for managers and employees, who participates in the identification and resolution of any systemic human resources issues, supports the development and implementation of HR policies and programs and provides HR advice and consultation for all clinical and corporate program areas on a broad range of human resources topics.

The SHRBP is accountable for providing pro-active, specialized and strategic HR consultation. This advice/consultation includes support with organizational changes, strategic workforce planning and effective implementation of policies and programs across the clinical and corporate program areas.

This role must work collaboratively with other HR subject matter experts including: Labour Relations, Talent Acquisition Specialist, Total Compensation, HR Reporting, Occupational Health and Safety and Organizational Development.

The position will be measured based on the demonstration of responsibilities in the following four quadrants:

Service
  • Respond promptly to managers (including senior and executive management) and employee requests, on a confidential basis, for advice and guidance on HR matters;
  • Assist managers and employees in successful resolution of issues and conflicts; help them to learn new and creative approaches to issue resolution; encourage communication between employees and managers to avoid future issues and generally improve ongoing working relations;
  • Promptly address unique and high interest issues/complaints including overseeing thorough investigation and analysis, recommending appropriate courses of action, ensuring appropriate communication;
  • Be available as an internal avenue of recourse for employees;
  • Maintain thorough documentation on all matters, and ensure that information is sufficiently tracked and recorded in a timely manner.
Talent
  • Lead intra and inter-departmental project teams involving human resource matters. Collaborate with other areas within Human Resources departments and throughout the organization to ensure project work is aligned and integrated with business processes;
  • Work in partnership with the broader HR team to determine the best approach to operationalizing policies, programs, and concepts within the business activities and culture. This may include identifying proactive education needs on a variety of topics and escalating for consideration as appropriate;
  • Provide HR consultation/advice in line with business strategic initiatives and broader corporate initiatives;
  • Act as the HR lead for the different phases of policy development and implementation, ensuring that employee and labour relations issues, organizational risks and opportunities are identified and raised for consideration in the formulation and revision of human resources policy and strategy;
  • Keep apprised of developments in legislation and case law, bring such developments to the attention of managers while providing advice and guidance.

  • Identify, highlight and escalate, as appropriate, with the different stakeholders issues that may come to the forefront during consultation on strategic initiatives and address proactively, including recommending changes to policies/programs;
  • Keep abreast of issues and work on proactive approaches to address workplace issues systemically.

  • Plan, develop, implement and execute HR specific programs and projects as they relate to corporate strategies;
  • Act as a resource to provide strategic direction, advice and guidance to senior management in the provision of strategic, tactical and operational issues impacting and/or relating to human resources management;
  • Draft, negotiate and summarize documents and review documents with internal and/or external legal counsel, as appropriate, while managing a complaint or potential litigation.

Ensures that project deliverables are transitioned into day-to-day practices

You Have
  • Bachelors Degree in Business or related field or equivalent education and experience required. CHRP or CHRL an asset;
  • 5 years of Human Resources generalist experience in a unionized environment
  • Solid understanding of the public sector employee/labour relations environment
  • Strong interpersonal skills, especially in areas of objectivity, mediation, and managing relationships (including with senior and executive management)
  • Strong communication skills, including business writing, sufficient to convey information clearly both internally and externally, verbally and in writing. Situations may include communicating effectively with senior and executive management, large groups, and current and former employees or their legal representatives in emotionally-charged situations;
  • Comprehensive knowledge of human resource policies, practices and processes, particularly in the areas of employment law, and labour relations;
  • Comprehensive consulting experience and influencing skills in order to persuade management (including senior and executive management) to adopt new policies and programs and to recognize risks associated with human resources issues not being addressed appropriately;
  • Solid problem-solving skills and demonstrated ability to apply judgment in complex and sometimes ambiguous situations;
  • Direct knowledge and experience in performance management, progressive discipline, human rights, complex attendance management and disability management issues;
  • Good organizational skills and ability to manage pressure and multiple priorities;
  • Detail oriented, sound judgment and excellent client service orientation;
  • Good research and analytical skills and ability to make sound recommendations;
  • Team player and willing to provide guidance and coaching to other team members;
  • Strong leadership, coaching, facilitation and conflict resolution skills;
