This position is located in Victoria, BC; other Ministry office locations may be considered based on operational availability.

Influence and engage in complex natural resource initiatives

The Ministry of Environment and Climate Change Strategy is responsible for the protection, management and conservation of BC’s water, land, air and living resources. The Ministry mitigates and manages the risks and consequences from climate change, including developing plans to set and meet carbon pollution reduction targets. It also oversees provincial government assessment. Staff expertise in policy, science, research and analysis are central to supporting all Ministry responsibilities. Ministry legislation, regulation and public outreach activities ensure a safe and healthy environment for British Columbians, while supporting a strong, sustainable economy.

The Ministry’s Environmental Protection Division works to protect human and environmental health. The Division’s main goals are to improve air quality; reduce greenhouse gas emissions; improve surface and ground water quality, including drinking water sources; re-develop a provincial plan for reducing and removing toxins and waste that contaminate the land, air and water - and for responding to high-risk environmental emergencies; and, enhance environmental stewardship, shared with other partners.

The Environmental Management Officer is accountable to lead and guide the development of Ministry and/or provincial legislation, policy, and technical standards in regulatory initiatives related to industrial waste management, including waste to resource alternatives, towards the achievement of Environmental Protection Division priority goals and objectives.

Job Requirements

To be considered for this position, your application must clearly demonstrate how you meet the following:
  • Master’s Degree in Engineering, Environmental Management, Applied Science, Science, Resource Management or Natural Sciences, a related professional field or equivalent, and two (2) years’ related experience; OR,
  • Bachelor’s Degree in Engineering, Environmental Management, Applied Science, Science, Resource Management or Natural Sciences, a related professional field or equivalent, and five (5) years’ related experience.
Related experience refers to experience related to environmental protection and waste management, reduction, recycling, treatment and disposal technologies.

Related Experience Must Include All Of The Following
  • Minimum of one (1) year (with master’s degree) or two (2) years (with bachelor’s degree) of experience in waste management.
  • Experience in policy development and/or implementation for environmental protection or resource management in a government or corporate setting.
  • Substantial experience in project managing complex projects.
  • Experience developing and maintaining relationships with partners (such as clients, Indigenous communities, NGOs or federal, provincial or local government).
  • Experience leading project working groups/committees within government or with external partners.
Preference may be given to applicants with one (1) or more of the following:
  • Experience in more than one area of industrial waste management (e.g., oil and gas waste; wood waste; agricultural and aquacultural by-products; resource recovery).
  • Experience in industrial waste infrastructure (e.g., industrial wastewater management; pulp and paper operations; waste to energy facilities, etc.).
  • Experience interpreting and applying environmental protection legislation, regulations and/or policies.
  • Experience analyzing complex information from multiple sources and making recommendations for new directions or policies, and preparing briefing documents, high level reports and decision papers.
  • Experience negotiating solutions with multiple parties having competing interests.
  • Experience in public consultation processes and/or experience working in collaboration with Indigenous nations on environmental management issues.
Preference may be given to applicants who identify as Indigenous (First Nations, Métis or Inuit).
