Le Centre de santé Tulattavik de L’Ungava est situé à Kuujjuaq. Il dispense l’ensemble des services de santé et services sociaux dans la partie est du Nunavik. Il dessert sept communautés Inuites avec autant de CLSC, un centre pour personnes âgées et un centre hospitalier à Kuujjuaq. Il emploie environ 1,000 employés : administrateurs, professionnels, médecins, dentistes, psychologues, infirmiers, travailleurs sociaux, personnel de soutien, employés occasionnels, etc.

Les communautés du Nunavik sont situées au nord du 55e parallèle où prévaut un climat subarctique. Il entraîne l’existence d’un pergélisol et ne permet aucune agriculture. Le Nunavik est la plus grande région couvrant environ le tiers de la superficie globale du Québec. Aucune liaison routière n’existe entre les communautés du Nunavik et le Québec méridional, ni entre les communautés du Nunavik elles-mêmes. On a accès à cette région et à ses communautés que par avion et par bateau.

Programme de Réadaptation Physique

STATUT : Temps complet TEMPORAIRE (35 h/semaine)

SUPÉRIEUR IMMÉDIAT : Directrice adjointe des services communautaires

DÉBUT DE LA FONCTION : Dès que possible

FONCTIONS:
Sous l’autorité de la directrice adjointe des services communautaires, la personne a un rôle de conseil et de coordination clinique auprès de l’équipe de réadaptation physique. Elle contribue à l’organisation et à l’évaluation de la qualité des soins de réadaptation physique. De plus, elle travaille à assurer une continuité de services en collaboration multidisciplinaire et au développement des services cliniques reliés au programme de réadaptation physique. Ses principaux champs d’intervention sont:

La supervision professionnelle et le soutien clinique aux intervenants;

La coordination clinique des services de physiothérapie, d’ergothérapie, d’inhalothérapie et d’audiologie (réception des demandes, assignations aux intervenants, gestion des charges de cas, organisation des visites en communautés, etc);

La qualité des soins prodigués (formation continue du personnel, PII, tenue de dossier, etc.);

La mise en place de procédures et protocoles, dans le respect des normes de pratique, visant l’amélioration des services offerts aux usagers;

Le soutien à l’uniformisation des pratiques et au maintien d’un continuum de services pour l’ensemble des services communautaires (accès aux services, soutien ICLSC, collaboration à la gestion des listes d’attente, etc.);

Le support aux intervenants dans la gestion des inventaires de matériel;

Elle travaille en complémentarité avec la gestionnaire du service de réadaptation physique ainsi que les spécialistes en activité clinique des programmes Agir Tôt et Soins à Domicile pour améliorer, harmoniser et assurer le continuum des services 0-100 ans. Elle participe à différents comités de travail. Elle effectue toute autre tâche connexe.

Qualifications:
Diplôme universitaire en physiothérapie ou en ergothérapie;

Être membre en règle de son ordre professionnel;

Posséder un minimum de 10 années d’expérience clinique en réadaptation physique;

Expérience minimale d’une année (1) en supervision clinique dans le réseau de la santé;

Connaître la réalité culturelle des régions nordiques, une expérience significative en travail nordique serait un atout;

Bilinguisme anglais/français (parlé et écrit); la connaissance de l’Inuktitut serait un atout;

Sens de l’organisation, leadership, autonomie, capacité d’analyse et de synthèse;

Capacité d’établir et de maintenir des relations interpersonnelles positives;

Capacité de travailler et de soutenir des intervenants à distance;

Disponibilité à voyager sur le territoire au besoin;

Capacité à composer avec des mandats multiples;

Capacité d’utilisation des logiciels Outlook, Teams, One Note, Word et Excel.

The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.

Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture. Nunavik is the largest region covering about a third of the total area of Quebec. No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.

JOB TITLE: Clinical Activities Specialist - Teleworking

Physical rehabilitation program

STATUS: TEMPORARY full time (35 hours/week)

IMMEDIATE SUPERVISOR: Deputy director of Community Services

FUNCTIONS:
Under the authority of the Deputy director of Community Services, the Clinical activities specialist’s role is one of clinical coordination and advisor for the physical rehabilitation team. This person contributes to the organization and the quality control of the physical rehabilitation services. Also, they will work to insure a continuum of care in multidisciplinary collaboration and to develop any clinical service related to physical rehabilitation. His or her principal intervention areas are as follows:

Professional supervision and clinical support for the interveners;

The clinical coordination or physiotherapy, occupational therapy, respiratory therapy and audiology services (reception of requests, attributions, caseload management, community visits schedules, etc);

The quality of the care (personnel vocational training, IIP, medical records, etc)

The development and implementation of protocols and procedures, in accordance with standards of practices, aimed to improve the services offered to the population;

Support for standardizing practices and maintaining a continuum of services across all community services (service access, support for ICLSC, collaborating in waiting list management, etc.,);

Support to interveners in the management of inventories of medical equipment.

The clinical activities specialist works hand in hand with the head of physical rehabilitation as well as the clinical activities specialists of the Acting Early and Home Care programs in order to improve, harmonize and insure continuum of service for the 0-100 years clientele. This person also participates in different working committees. They perform any other related tasks.

REQUIREMENTS

Must hold a university degree in Physical Therapy or Occupational Therapy;

Must be an active member of his Professional Order;

Possess a minimum of 10 years of clinical experience in physical rehabilitation programs;

Minimum experience of one (1) year in clinical supervision in the Health and Social Network;

Knowledge of cultural reality in artic regions, a significant work experience in the north would be an asset;

Fluent in English and French (spoken and written); knowledge of Inuktitut would be an asset;

Leadership, autonomy, sense of organization;

Good analysis and synthesis capacities;

Being able to create and maintain positive interpersonal relationships;

Must be ready to travel inside the territory, if needed;

Capacity to adapt to a different culture and a demanding environment englobing multiple mandates

Working knowledge of Outlook, Teams, One Note, Microsoft Word and Excel.
