Position Summary

BCIT’s Campus Planning and Facilitiesdepartment is currently seeking a regular, full-time (1.0 FTE) Senior Project Manager. The Senior Project Manager Oversees and supports the planning, design and implementation of large projects greater than $40 million in value with a high degree of complexity. This new position involves coordinating stakeholder engagement processes to identify and quantify functional space, equipment and servicing requires required for the design process of major capital projects. Responsible for project planning, project management and communications. This position will typically be focused on the early project planning and development phases, including master planning work, functional programs and schematic design. The position will also supervise designated staff and provides leadership by directing work teams, and consultants to ensure accountability and performance.

DUTIES & RESPONSIBILITIES:

  • As a member of the Campus Planning and Facilities leadership team, provides strategic input to the development of Campus Planning strategies and shares responsibility for achievements and success. Establishes a framework of practices, procedures, standards, policies and processes.
  • Supports the implementation and maintenance of a strategic, integrated approach towards planning of all assigned projects, development and delivery. Oversees and directs the planning of construction processes.
  • Assists in the development, implementation and maintenance of divisional operating budgets in accordance with Institute policies and procedures, and ensures that financial goals are met or exceeded. Monitors and reports out on key performance indicators (KPIs).
  • Supports the management of financial resources to meet initiatives, goals, targets of the strategic and operating plans; ensures short and long-term planning occurs to effectively plan and implement both operating and capital expenditures. Monitors and advises on key risks and issues to support project progress. Provides recommendations to mitigate cost and timelines overruns.
  • Evaluates and selects tenders for major projects; reviews all designs and drafting work performed by consultants and ensures conformance of contractors’ work to Institute standards and specifications.
  • Leads assigned resources in the development of best practice plans for the new facilities in order to maximize functionality. Supports development of operational plans for service delivery in the new facilities; develops and implements commissioning and move-in plans for new and existing facilities.
  • Conducts field inspections; monitors and evaluates the work of reporting staff, including consultants and contractors. Negotiates disputes regarding project services practices, standards and methods. Ensures correction of noted deficiencies and substantiates appropriate corrections.
  • Collaborates with Campus Planning and Facilities sub-teams and other Institute departments to ensure synergies, efficiencies, shared practices, clear accountabilities and researched best practices are exercised in all projects.
  • Reports out on project interdependencies, risks and issues identified by working groups; oversees compliance obligations and applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health and safety issues.
  • Researches best practices, trends and methods for operations and maintenance of large third-party contracts. Participates in industry organizations and keeps current on state-of-the-art initiatives.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices.

QUALIFICATIONS:

  • Bachelor’s degree in architecture, engineering or related field.
  • Project Management Professional (PMP) designation is an asset.
  • Membership in Architectural Institute of British Columbia (AIBC) and/or Association of Professional Engineers and Geoscientists of British Columbia (APEGBC).
  • Minimum seven years of current, relevant and progressive experience in all phases of project planning, design, construction management for a large, complex, multi-site organization.
  • A combination of education and experience may be considered.
  • Exceptional leadership, project management and organizational skills.
  • Demonstrated ability to identify, plan, organize, prioritize and implement projects in a timely manner.
  • Demonstrated ability to work within a dynamic project environment with changing priorities.
  • Proficiency with standard office systems and applications, with emphasis on spreadsheet, database, statistical and analytical tools.
  • Physical ability to perform the duties of the position.
  • Experience in a unionized environment. Broad knowledge of public sector service delivery.
