RESIDENTIAL PROJECT OFFICER

The Real Estate and Development Branch is looking for Residential Project Officers for two (2) temporary positions until March 31, 2028, with the possibility of extension or indeterminate status.

The position is classified as a RÉ-05 ($68,641 to $91,072 per annum - Salary under review).

DETAILED JOB DESCRIPTION
Reporting to the Chief, Agricultural and Residential Property Management, the Residential Project Officer supports the Agricultural and Residential Portfolio and provides subject matter expertise in project management with respect to residential, agricultural, and minor commercial capital and operating projects within the National Capital Region (Ottawa-Gatineau). The individual directs, organizes, plans, coordinates, schedules, and oversees work performed by contractors, develops project schedules, budgets, and key performance indicators, and provides project delivery oversight. The Officer monitors the performance of and ensures that all service providers and contractors are fulfilling their contractual responsibilities. The individual also develops project briefs, statements of work, business cases, and project charter projects.

ESSENTIAL QUALIFICATIONS:
EDUCATION
A diploma from a recognized post-secondary institution in business administration, real estate, project management, architecture, engineering, or an acceptable combination of experience education or training.

EXPERIENCE
A minimum of five (5) years of experience in each of the following criteria:

  • Monitoring contractors, ensuring they adhere to the statement of work/scope, construction schedule and budget and provide mitigating measures and correction actions as needed.
  • Identifying project requirements and preparing detailed project documents (i.e., scopes of work and requests for qualification), project briefs, project charters, lessons learned, closeout documents, detailed budgets), and collaborating with subject matter experts depending on the complexity.
  • Tendering projects and evaluating bids ensuring all requirements are met.
  • Reviewing and understanding tender documents, drawings and specifications, environmental reports, architectural reports, and engineering reports.

KNOWLEDGE

  • Of Landlord and Tenant Board and Tribunal administratif du logement procedures and guidelines.
  • Of Building Code (Québec and Ontario).
  • Of the federal procurement process.
  • Of project management principles.

ABILITIES

  • To collaborate with internal and external parties to determine issues, identify solutions, make recommendations, and implement the approved response.
  • To negotiate and resolve conflicts.

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain reliability security clearance.
  • Possess a valid driver’s licence.
  • Linguistic profile: Bilingual BBB.
  • Positions are in the National Capital Region. The employee must reside within a commutable distance from the workplace (40 Elgin Street, Ottawa, Ontario).
  • The National Capital Commission offers a hybrid and flexible work environment; all employees are currently asked to work on-site at least two (2) days per week.

ASSETS

  • Project management certification or designation.
