Position Overview:

Demonstrating solid judgment and decision-making, this position will provide day to day supervision, leadership, coordination, and direction, of facility operations staff in carrying out the direction of the Facility Operations Supervisor, and all duties required to provide quality, safe experiences for users, general public and other staff. Ensuring operation and maintenance activities within assigned recreation facilities are coordinated and scheduled and completed in a timely, safe manner. Working closely with Supervisor and Fleet and Facilities department staff to coordinate and inform preventative maintenance and lifecycle requirements, inspections, contractor oversight, OHS requirements, and support the City’s Asset management program. This position is associated with the facility operations of the Agrena, Border Paving Athletic Center (BPAC) Fuhr Sports Park, Jubilee Spray Park and other facilities as assigned.

Responsibilities:

Leadership, Supervision, and Training
Upon direction from supervisor:
  • Ensure the training and oversight of all assigned recreation facility staff members to ensure that the staff provide high standards of customer experiences and respectful spaces;
  • Ensure all applicable City policies and procedures are adhered to.
  • Ensure all OH&S, environmental and other regulations and industry standards are met and followed.
  • Make decisions and lead in accordance with the collective agreement.
  • Able to train, mentor and guide other staff in the safe, efficient operations of the facilities, seeking out expertise and support when required.
  • Provide leadership, mentoring and training of other staff in a respectful way, focusing on competency development and feedback, informing supervisor of performance results.
  • Oversee and recommend to supervisor, training and development plans for facility staff.
  • Provide supervisor with regular updates and reports on incidents, opportunities and issues noted with the facility, customers and staff, seeking direction on resolution.
  • Participate on the ’on call’ rotation for emergencies and back up on issues.

Task coordination and Staff scheduling.
With input and approval from the supervisor:
  • Create and oversee the scheduling of Recreation Facility Operations Staff, considering bookings, events, maintenance needs, operational budget and IOUE requirements.
  • Either directly, or through Facility Operators, assign personnel to specific tasks so that the City’s core services and City’s policies are met.
  • Ensure that productivity, work quality and time lines are met considering and coordinating work timelines to have the least impact on the public that use the assets.

Safety and Risk
  • Demonstrate a solid understanding of OHS legislative and City’s requirements and processes.
  • Promotes a safe, secure, and a positive work environment.
  • Ensure staff are engaged in the City’s Safety Management Program ensuring hazards, safe work practices, emergency response, training, inspections, and all required safety meetings with staff prior to work starting on a specific project/program is standardized.

Quality Customer Experience
  • Ensure the provision of quality spaces/amenities (meeting rooms, ice, dryspace, turf, support amenities) through training and monitoring of staff and understanding user needs.
  • In the absence of supervisor, respond to inquires or complaints in a manner that is sensitive to both the public and City needs.
  • Responds to customer inquires or complaints are to be handled in a courteous and polite manner and elevated promptly to the appropriate individuals for further follow up, as required.

Administration & Finance
  • Ensure all required documentation is completed by the appropriate staff including, but not limited to facility and safety inspection reports, toolbox meeting reports, and incident reports are filled out completely by facility operations staff and report deficiencies to Supervisor.

Facility Operations
  • Demonstrate high levels of competency, experience and knowledge in the operations of assigned facilities, including mechanical, refrigeration, equipment and small tool operation.
  • Working closely with Fleet and Facilities and other contractors, ensure optimum operation and maintenance of the facilities.
  • In person, or through assignment, perform scheduled preventative maintenance inspections on all assets; and recommend required repair work if necessary to the Supervisor.

Qualifications:

  • Minimum Grade 12.
  • Completion of the Recreation Facility Management Certificate.
  • Minimum 5 years of in the task and operation of equipment assigned to the section.
  • Minimum 2 years in a leadership role preferably in a unionized setting.
  • Class 5 Drivers License’
  • Standard First Aid (C)
  • Alberta Class 3Q operator license (optional)
  • 3-5 years in a Recreation Facilities Setting, working with refrigeration and ice maintenance considered an asset.
