Under the supervision of the Manager of Real Estate, this employee works in the areas of property sales, property leases, administration and review of property availability and usage, some property management, the control and management of tax title properties and the administration of legal agreements. This position is the main contact for the public as well as tenants of City buildings and internal clients.

Typical duties include:

  • Administers the rental of improved and unimproved land as well as City-owned farm lands, ensuring the City obtains fair and equitable rental revenues.
  • Administers the marketing and sales of City-owned buildings and properties; negotiates directly with interested purchasers; administers the legal and planning processes to complete property transactions.
  • Negotiates and administers property sales agreements; develops schedules; prepares covenants and conditions; edits sales agreements and ensures terms and conditions.
  • Participates in the development of corporate policies and procedures for rental properties; implements upon approval.
  • Negotiates and administers lease and license agreements and renewals; develops schedules; prepares covenants and conditions; establishes rental rates based on regular monitoring of local market conditions and operating costs; edits and ensures terms and conditions; ensures proof of required insurance coverage; and handles tenant enquiries and complaints.
  • Supports the collection of rental payments.
  • Administers the legal and planning processes involved in the acquisition of easement rights for the City, and in the granting or sale of easement rights to utility companies as well as encroachment agreements and the sale or lease of surplus City owned land.
  • Instructs other civic departments on illegal use situations and recommends action for resolution.
  • Liaises with tenants, civic departments, surveyors, contractors, developers, private and government agencies on real estate matters; responds to enquiries and related correspondence; writes replies as necessary.
  • Inspects tax title properties for maintenance, repairs and renovations; instructs other civic departments on maintenance issues, removal or demolition; arranges other inspections as required; prepares documentation after considering all factors, ensuring and justifying cost effectiveness and conformance with guidelines and policies.
  • Negotiates with previous owners of tax title properties for potential re-purchases; inspects the properties on a regular basis; prepares advertising and public tenders; shows the properties as required; administers tender sales; markets unsold properties; controls expenditure summaries and reporting and accounting processes.
  • Assumes responsibility for the sale or lease of surplus road rights-of-way and easements, including negotiating, submitting recommended prices for approval to the Manager of Real Estate, and preparing reports for the approving authorities; coordinates the legal and planning processes to consolidate the said properties.
  • Assists in evaluating alternatives, marketing and disposal of corporate real estate assets.
  • Prepares correspondence,reports and other supporting documentation as required to technical and Council committees on various property-related matters; attends meetings as required.
  • Assists in the preparation and execution of documents, such as easements, caveats; ensures critical dates and deadlines are observed.
  • Liaises with consultants, surveyors, contractors, engineers, planning officials and staff from other civic departments.
  • Acts on behalf of the Manager or Coordinator of Real Estate during his/her absence, as required.
  • Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Performs related work as required.

Candidates will be screened on the following criteria:

Grade twelve (12) and possession of an Accredited Designation by the Real Estate Institute (C.P.M.) or International Right of Way Association (SR/WA) or the Appraisal Institute of Canada (CRA) or specified Real Estate or IRWA courses. Five (5) years progressively responsible and related real estate, appraisal and negotiation experience, project management or equivalent administrative experience.

**Note:Equivalencies such as five (5) or more years’ experience working in Real Estate or a related field (e.g. Legal office or Land Titles Registry) may be considered

  • Knowledge of the relevant provincial and municipal laws, rules and regulations regarding real estate appraisal, purchase, sale, exchange, lease, expropriation and administration.
  • Knowledge of the approved principles and practices related to real estate, zoning, development and administration.
  • Knowledge of legal agreements used in the Real Estate industry relating to leases, sales, easements, etc.
  • Knowledge of factors affecting property values, market rental rates, operating costs, maintenance and renovation costs, and real estate development in the Regina area.
  • Knowledge of the current literature, trends and developments in the field of real estate and the local real estate market.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • In depth knowledge of the ISC website and the Saskatchewan land titles and corporate registry system.
  • Familiarity with the Tax Enforcement Act and the City of Regina Zoning Bylaws.
  • Ability to establish and maintain good public relations and effective working relationships with developers, government officials, departmental representatives, tenants and others.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to understand and interpret contractual and legal requirements, and to thoroughly investigate and resolve tenant problems and complaints.
  • Ability to effectively plan, organize and prioritize work schedules.
  • Ability to maintain accurate and complete files and records.
  • Skill in the preparation and presentation of comprehensive analyses and reports.
  • Ability to complete assignments with minimal supervision and demonstrate a high degree of independence and initiative.

Working/Other Conditions:

  • Must possess the means and ability to travel within the City of Regina.
