We are seeking a Purchasing Analyst who can exercise judgment, diplomacy and confidentiality with respect to procurement processes ensuring integrity and best value for the City.

  • Complete market research and analysis to understand industry trends and best purchasing practices
  • Extract and analyze significant volume of data from various sources including SAP Ariba, SAP ECC and other sources to improve KPIs, ensure compliance activities and quality checks of purchasing activities
  • Propose recommendations and initiate solutions related to purchasing activities
  • Identify areas for improvement and provide recommendations on low value, non contracted sourcing activities, and on automated purchases across multiple ordering locations within SCM group
  • Create and review Purchase Orders (PO) and related changes for completeness, accuracy and compliance with directives and procedures and forward for approval where above delegated authority
  • Contact suppliers to expedite POs or resolve discrepancies
  • Submit recommendations, reports, and supporting documentation to the Manager for review when purchases are within delegated authority
  • Work with business areas to compose and prepare various procurement documents of low value, complexity and risk, and manages the process; obtain sign-off of procurement plan and documents from the Manager, where required
  • Ensure supplier meets Specification Requirements, and maintain EAN accuracy. Recommend improvement or assist business areas in further development or improvement
  • Issue and manage Request for Quotation (RFQ), Invitational and Non-Competitive Procurements including development and issue of addenda; deal with bidder/proponent questions/request for clarifications and any other issues
  • Review assigned requisitions and documentation for completeness and action; request/determine additional information needed
  • Create/generate ad hoc reports e.g. SAP and/or SPA reports for expiring agreements, spend analysis, supplier activity
  • Provide best practices guidance and responds to inquiries from members of the purchasing team
  • Perform other duties as required
  • High School Diploma AND a Supply Management Training (SMT) Diploma from the Supply Chain Management Association (SCMA) or equivalent. A minimum of four (4) years’ diversified procurement, contract management, and/or supply chain management experience OR
  • A minimum completion of level 2 towards the SCMP designation from the SCMA or two-year post-secondary diploma (or higher) in public administration, public policy, supply chain, business, procurement, or related field AND a minimum of four (4) years’ directly related work experience performing a procurement/contract management/supply chain role OR
  • High School Diploma AND a minimum of six (6) years’ directly related work experience performing a procurement/contract management/supply chain role. Educational and experience equivalencies may be considered at the Opportunity Concept level
  • Strong knowledge and understanding of procurement practices, policies, procedures, procurement, competitive bidding and contract laws, trade agreements and various procurement strategies/approaches
  • Understanding of the implication of purchasing activities and how they affect other areas such as Warehousing, Inventory Management, and SCM business partners
  • Excellent knowledge of MS Office (Word, Excel) and Google Workspace applications
  • Excellent computer skills; ability to learn, utilize, and update various databases, programs and ERP systems such as SAP, S4 Hana and Ariba contract and procurement modules
  • Commodity knowledge and expertise (depending on the position may be looking for specialized commodity expertise e.g. IT or construction)
  • Perform work with a high degree of accuracy and completeness of files/documentation
  • Ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
  • Excellent time management skills
  • Ability to develop and maintain effective and professional working relationships with colleagues, business areas and suppliers
  • Strong listening, verbal and written communication skills

Up to one (1) temporary full time position for up to 4 months in duration and may be extended for up to 11 months in duration

Hours of Work: 40.00 hours per week; Monday to Friday

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $31.909 - $39.922 (Hourly); $66,625.990 - $83,357.140 (Annually)

Opportunity Concept Salary: $24.340 - $30.481 (Hourly); $50,820.980 - $63,642.340 (Annually)

Opportunity Concept Level: Those candidates possessing a high school diploma without the requisite Job Level combination of training and years of directly related or diversified procurement, contract management and/or supply chain management experience may be considered at the Opportunity Concept Level.
