Our Canadian HQ is based out of Vancouver, BC, however we are accepting applications from any location within Canada who are already eligible to work in Canada.

About You:

You are an excellent communicator and business process-oriented thinker. You’re self-directed and can execute responsibly without being told what to do. You will have highly developed negotiation skills, able to manage risk effectively, monitor market trends, and look for opportunities to improve business process, drive for results and excellence.


The Role:

As Procurement Manager your responsibilities will include leading the procurement and subcontracting activities, including pre-qualification, tender management, negotiation and preparation of subcontracts. In collaboration with the key business stakeholders, you will strategize to find cost-effective solutions and partners (suppliers, vendors) in line with our business requirements to ensure we remain competitive, and add value to our customers.

You will report directly to the Director, Programs and work closely with other stakeholders across the business.

You will have one direct report, and have previous experience developing and maintaining a work environment that fosters excellence, continuous improvement, and growth.

  • Deliver work that meets project requirements, customer satisfaction and in accordance with company standards
  • Conduct strategic pricing planning, lead cost proposal support and participate in technical proposal preparation in compliance with company policies and RFx requirements.
  • Develop plans, schedules and manages project timelines, dependencies and milestones according to the project plan
  • Monitor business trends and product availability to pay the best price for company goods and services without sacrificing quality or delivery times
  • Nurture existing relationships with suppliers to negotiate the best prices for company
  • Identifies and researches potential new suppliers and vendors
  • Supplier Qualification, tender process, RFI, RFP, RFQ with vendors.
  • Supplier Performance management including, supplier quality, cost, and delivery.
  • Performing risk assessments on potential contracts and agreements.
  • Analysis of market/supply conditions (e.g., availability, pricing, lead-times, and capacity).
  • Controlling the procurement budget and promoting a culture of long-term saving on procurement costs.
  • Comply with all legislative, regulatory and procedures and standards appropriate to the role
  • Approving purchase orders and organizing and confirming delivery of goods and services.
  • Make decisions within the scope of procedures and assure compliance with applicable Procurement policies and procedures.
  • KPIs and performance evaluation.
  • Nurture customer relationships
  • Implement change and develop new processes to better procure goods and services.
  • Provide periodic reporting for management on purchasing, controls and processes
  • Ensure a good record keeping and documentation
  • Develop and maintain a work environment that fosters excellence, continuous improvement and growth
  • Comply with our administrative policies and procedures as set forth from time to time
  • Lead and develop top procurement talent


Requirements:

Education and Qualifications:

  • Bachelor Degree in Supply Chain Management, Logistics, Engineering, or Business Administration, or equivalent is required
  • Supply Chain accreditations, SCMP, MCIPS or ISM, an asset
  • PMP certification, an asset

Experience:

  • 15+ years of progressive experience managing subcontracts and subcontractors.
  • 4+ years of experience leading a project from a procurement perspective
  • Supply Chain Procurement experience with OEM’s for Marine/Naval, Defense and/or Aerospace sectors, a significant asset
  • Demonstrated results leading negotiations and managing high-value, complex contracts
  • In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
  • Previous exposure to market analytics and insights
  • Experience using procurement software and tools
  • Knowledge of the Federal Government’s Procurement policies and terms and conditions of trade
  • Able to handle multiple and sometimes competing priorities
  • Confident in use of Microsoft Office suite, SharePoint and similar tools

Special Requirements:

  • All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).

  • Willingness to work flexible hours with occasional work outside of regular working hours to accommodate time zones
  • Occasional travel may be required
