Policy Analyst - Science R27

Three (3) full time, permanent positions available.

Thesepositions may be located in Victoria or any of our Regional Offices, Prince George, Surrey, Nanaimo, Kamloops, or Penticton, based on operational requirements and space availability.

The Ministry of Environment and Climate Change Strategy is responsible for the effective protection, management and conservation of B.C.’s water, land, air and living resources.

The Environmental Protection Division works to protect the human and environmental health of the province. Through the administration of the Environmental Management Act and the Integrated Pest Management Act and their regulations, the Environmental Standards Branch develops pollution prevention legislation, codes, regulations, standards and policies and is responsible for a wide array of environmental regulatory and non-regulatory programs in the following specialty areas: circular economy; extended producer responsibility programs; municipal liquid and solid waste management; hazardous and industrial waste management; integrated pest management; and air quality.

As a Senior Policy Analyst, you will provide professional advice on the development of strategic policies, guidelines and legislation towards achieving Environmental Protection Division priority goals and objectives. You will conduct research and analysis and engage with a broad range of partners, including Indigenous organizations and communities, to develop new programs and improve existing areas of business with a specific focus on waste prevention. As well, opportunity to work closely with other branches within the Ministry to ensure that initiatives are directly aligned with the goals outlined in agreements with Indigenous organizations and to support government’s direction to implement the United Nations Declaration on the Rights of Indigenous Peoples and the Truth and Reconciliation Commission’s Calls to Action.

Job Requirements

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
  • Graduate Degree in Engineering, Environmental Management, Applied Science, Science, Resource Management or Natural Sciences, or a related field, and two (2) years’ *related experience; OR,
  • Bachelor’s Degree in Engineering, Environmental Management, Applied Science, Science, Resource Management or Natural Sciences, or a related field, and five (5) years’ *related experience.
  • Related experience must include ALL of the following:
  • Experience in policy development and/or implementation for environmental protection or resource management in a government or corporate setting.
  • Experience managing complex projects.
  • Experience developing and maintaining relationships and partnerships with stakeholders (such as clients, Indigenous communities, NGO’s or federal, provincial or local government).
  • Experience leading project working groups/committees within government or with external stakeholders.
Preference may be given to applicants with any of the following:
  • Experience in more than one area of waste management.
  • Experience interpreting and applying environmental protection legislation, regulations and/or policies.
  • Experience negotiating solutions with multiple parties having competing interests.
  • Experience in public consultation processes dealing with environmental management issues.
  • Experience in federal-provincial intergovernmental relations.
  • Experience working with First Nations or Inuit communities, Métis Chartered Communities, and/or Indigenous organizations.
  • Applicants who identify as Indigenous (First Nations, Metis or Inuit).
