Reporting to the Director of Engineering & Public Works, the Municipal Engineering Technician will assist the Director with developing and administering the ten-year Capital Improvement Program, the Town’s asset management program, and coordinating with the Public Works department and the Water Utility. In the Town of Wolfville, these departments are responsible for fleet services, buildings, streets and sidewalks, water, wastewater, stormwater, street lighting, and traffic. The position will work closely with all departments to facilitate both capital and operational projects, and ensure corporate policies and initiatives are adhered to and implemented successfully.

Core Duties, Responsibilities, and Expectations:

Capital and Other Projects

  • Gather field data on municipal infrastructure (such as roads, sidewalks, streetlights, utilities, etc.) by surveying, hand-measuring, taking photos of, and sketching the existing site and conditions;
  • Present information to management and work with the Director and other department heads to help develop project scopes, requirements, design criteria, and budgets;
  • Collaborate with consultants, management, and other staff as required to develop preliminary plans in the form of project charters, maps, photos, and/or CAD drawings;
  • Under the supervision of the Director, prepare of construction documents, perform design calculations, perform estimations of project construction costs, develop/draw design details and plans, and verify compliance with applicable legislative requirements and engineering standards;
  • Interpret engineering and construction plans and specifications to communicate with management and respond to inquiries from consultants, contractors, and the general public;
  • Record and organize project files, email correspondence, design alterations, versioned documents, and project status reports in permanent project files;
  • Perform field construction observation and quality control inspection as required to ensure the project proceeds according to the plans and specifications, reporting results and any issues or deviations to the Director for resolution;
  • Periodically monitor site safety compliance (i.e. temporary workplace signage traffic control, excavation and trench safety, confined spaces, WHMIS, first aid, etc.);
  • Assist in the evaluation and verification of quantities claimed in regular construction progress claims by carrying out field measurements and reviewing progress notes, reports, and material ticket summaries.
  • Maintenance and Operations

  • Validate new and repaired assets, ensuring asset information is current and accurate;
  • Assist department heads with the administration of service contracts, such as for snow removal, maintenance, inspections, and external construction support;
  • Assist with the development, implementation, and monitoring of best management practices for preventative maintenance within Public Works and the Water Utility;
  • Collaborate with management and department heads to review and update annual street, sidewalk, and building maintenance plans and programs, including associated budgets;
  • Provide construction observation and technical support services from planning to implementation of maintenance and operational projects.
  • Corporate and Administrative Responsibilities

  • Provide mentoring, general guidance, and advice to summer students/interns, establishing a project team approach to the implementation and management of assigned projects;
  • Assist with reviewing and commenting on design plans for new development applications, and monitoring on-site works to ensure work completed by developers is in conformance with the accepted plans/agreements and applicable legislative and corporate engineering standards;
  • Actively participate in the preparation of annual capital and operational budget worksheets, working papers, and project charters;
  • Collaborate with Water Utility and Administrative staff to track regular inspection and reporting requirements to regulatory authorities, and aid in the collection of required information and results for the preparation of required reports;
  • Required Skills, Knowledge, and Capabilities

  • Ability to accurately read, interpret, and understand engineering drawings, standards, and legislative requirements;
  • Proficient in recording factual representations of construction activities and inspection results in a clear and concise manner;
  • Excellent organizational and interpersonal skills through verbal and written communication;
  • Demonstrated ability to solve problems, recommend solutions, and exercise good judgement and discretion while working both independently and in a team environment;
  • In-depth knowledge of standard specifications, construction fundamentals, and common methods;
  • Advanced knowledge of relevant software packages, such as AutoCAD, ArcGIS, and Office365;
  • Good understanding of the project life cycle process and experience with contract administration and budget control;
  • Decision Making

    This position makes recommendations regarding capital projects and potential changes to contracts based on field conditions encountered throughout implementation. This position also makes operational recommendations to department heads for the implementation of the strategies of Council.

    Working Conditions

  • This position spends extended periods of time sitting at a desk in front of a computer;
  • This position requires frequent visits to active construction project sites (noise, dust, potentially dangerous conditions) in all seasons and weather conditions;
  • This position may occasionally experience situations of high conflict or stress.
  • Education, Training, and Certifications

  • Due to the technical and scientific nature of the position, a Civil Engineering Technician or Technologist diploma from a recognized post-secondary institution is considered a strong asset;
  • Registration (or eligibility to register) with TechNova as a Certified Engineering Technician or Technologist is also considered an asset;
  • Class 5 driver’s licence and consistent access to a reliable form of personal transportation for use in carrying out duties.
  • Related Experience

    A minimum of two (2) years of progressively responsible experience that includes municipal/civil engineering and/or surveying related field experience for infrastructure construction and maintenance. Experience in a public/government setting is considered an asset.
