The Opportunity:

Under the direction of the Manager of Citizen Engagement, the incumbent will provide support in the delivery of marketing, communication and citizen engagement initiatives.

Job Duties:

1. Communication Initiatives

  • Assist with the development and implementation of the City’s internal and external communication strategies.
  • Assist in the development and identify opportunities to communicate information about the City programs and services and internal communications across a wide variety of communication platforms and channels within the approved policies and procedures of the Corporation.
  • Assist with the development and coordinate various media items and activities, which include but are not limited to preparation of media releases, briefing notes, media kits and other communication items as approved by the Chief Administrative Officer and/or policy.
  • Representative for City when working with tourism organizations.
  • Assist with coordination and communication of messages/news to both internal and external audiences.

2. Marketing and Brand Awareness

  • Assist Manager to identify, plan for, and implement brand development and marketing initiatives that will effectively position the City of Selkirk as a key and highly desirable location for business and new investment.
  • Assist in the design, production, and tracking of the City’s promotional materials including multimedia tools, print and electronic advertising campaigns, social media, publications, promotional items, information packages, and other resource materials, designed to meet the City’s marketing initiatives.
  • Facilitates the market research process that includes the collection of data to better understand the marketplace.
  • Responsible for the marketing and attracting events to facilities within the community.
  • Produce creative visual assets (photographs, videos, graphic design) for website, social media usage, email marketing, and other resource materials.
  • Capture events through photos and video and maintain the City’s photo and video portfolio.
  • Collaborate on the planning, development and production of live streams.
  • Collaborate with departmental contributors to write, edit and facilitate production of marketing and communications materials, while ensuring consistency with the brand identity and graphic standards.
  • Collaborate on engaging and creative strategies and content, promote engagement and support corporate objectives.
  • Contribute to the city’s overall digital growth and content marketing strategy.

3. Citizen Engagement

  • Assist with the development, enhancement, and administration of citizen engagement tools to increase access to citizens’ ideas and concerns including, but not limited to, social media, website, public open houses, online message boards, and Citizen Voice.
  • Preparation of materials for public open houses.
  • Implement social media tactics that support the City’s goals and objectives.
  • Collaboratively plan for, execute, and measure all social media channels.
  • Ensure appropriate analytics are tracked and reported on for all social channels, websites and campaigns and measure ROIs on City campaigns.
  • Update and maintain branded content on the City’s website and social media channels.
  • Work collaboratively to increase the City’s online engagement.
  • Provide on-going recommendations and optimizations to social media content.
  • Collaborate on marketing and communications planning between departments and key stakeholders.
  • Monitor comments and user-generated content, escalating issues and providing feedback for assessment and action.
  • Collaborate with CitizenSupport Representatives to deliver effective communication strategies and tactics and to develop a consistent method, format, and message when providing outside communication.

4. Administrative

  • Assist in the development, implementation, application and review of the Corporate policies and objectives related to marketing and communications initiatives.
  • Work co-operatively with all City Departments and personnel to support corporate initiatives.
  • Assist in the preparation of the annual marketing operating budget and monitor the marketing budget, as required.

5. Perform other related duties as may be assigned.

Qualifications and Minimum Requirements:

Minimum Requirements shall include:

  • Successful completion of a Post-Secondary Diploma or Degree in either Marketing, Communications or equivalent education and experience in a related field
  • 3 years’ relevant experience in marketing, communications, and/or digital content creation
  • Proficient in using Microsoft Office programs, specifically Excel, Word, PowerPoint and Outlook, Adobe (Photoshop, InDesign, Premiere Pro, After Effects), as well as proficient in researching information on the internet.
  • Understanding of digital and social media realms; passionate about generating and sharing content and new technologies
  • Experience in managing and tracking social media accounts.
  • Experience in photography, videography and editing.
  • Photo/video editing software experience and capabilities
  • Excellent organizational skills
  • Self-starter and ability to take initiative, including time management skills.
  • Excellent verbal and written communication skills, and creative thinking
  • Experience presenting to large community groups.
  • Valid Class 5 Manitoba Driver’s License

Desired:

  • IAP2 training
  • Experience in WordPress
  • Experience in Google Ads and Google analytics
  • Experience with Environics Analytics – Marketing Data Applications
