Directly reporting to the Senior Manager, Technical Records and Aircraft Imports and Exports, the Manager, Technical Records oversees the technical records workforce and ensures strategic business unit requirements such as staffing levels, qualifications, and system requirements are adequate to meet the compliance, safety and performance requirements for aircraft maintenance and engineering system updates are aligned with all aspects of the Transport Canada Approved maintenance programs (Airframe, Engines and Components ) and maintenance events. The Manager, Technical Records coordinates and liaises with various departments within ACM such as planning, engineering and system configuration and line maintenance to assist in improving and monitoring business unit compliance and KPI’s for operational strategic improvements.

Additionally, regular coordination is required with Aircraft programs, strategic sourcing and finance to assist in meeting Corporate objectives with regards to cost analysis, asset review for financing options, asset data for aircraft and engine lessor requirements and the evaluation of cost and resources for aircraft introduction and aircraft exit programs.

Key Functions & Accountabilities
  • Be the subject matter expert on aircraft technical records and documentation related to aircraft import and exports, aircraft assessments (pre-purchase or pre-lease) and sales
  • Ensure technical record systems for aeronautical products are maintained in accordance with corporate guidelines, civil aviation regulations and contractual obligations (i.e. lease agreements);
  • Oversee the recording, preservation, controlling, archiving and retrieving of continuous airworthiness records and delivery documents
  • Establish communication protocols of critical data to all areas responsible for the aircraft’s configuration specifications, maintenance specifications, and technical dispatch capabilities.
  • Liaise with ACM business unit leadership (SCM, Engines, Airframe Components, Line Maintenance, Engineering) to continuously improve Technical Records standards and processes.
  • Strategically partners with vendor management to prioritize, shift priorities and realign available resources to meet operational demands.
  • Provide dynamic leadership and operational guidance to the department.
  • Carrying out self-audits of systems and procedures.
  • Establish and maintain processes and standards ensuring knowledge capture and transfer, as well as continuous improvement strategies.
  • Oversee third party supplier - Airvault
  • Implement new business strategies for creating or improving processes and procedures to improve operational performance
  • Oversee and ensure prompt corrective action activities when problematic situations arise.
  • Develop program plan, timelines, and communication strategy for Aircraft Imports.
  • Develop synergies with internal customers, liase and work with the Director of Fleet Transactions and third parties (e.g. Lessors), finance and strategic sourcing.
  • Lead and manage projects to improve costs, efficiency, and quality.
  • Liaise with the Original Equipment Manufacturers (Airbus, Boeing etc.) throughout the delivery phase to ensure Technical Records requirements are met prior to aircraft acceptance. Address any discrepancies related to the delivery documentation for the airframe, engines, gear and APU.
  • Plan, coordinate and execute entry-to-service activities. Fully introduce aircraft to maintenance and engineering systems (e.g. Trax). Support Aircraft Programs and represent AC Maintenance during the acceptance, delivery, and import of new aircraft entering the fleet
  • Support Invalid Configuration & Suspected Non-Compliance handling process
  • Liaise with Airworthiness and Civil Aviation Authorities
  • Part of on-call schedule group as it relates to Technical Records issues that require immediate resolution to support the operation.
  • Monitor program metrics for Compliance, Safety, Quality.
  • Benchmark other airlines and AMO’s best demonstrated practices for Technical Records
  • Lead and manage a unionized workforce of 30-50 employees within the means of corporate policy and the collective agreement.
  • Ensure assigned personnel are aware of and following company policies, procedures, and standards as well as customer and regulatory requirements.
  • Ensure department policies and standards outlined in the Control Manual are adhered to.
  • Manage employee schedules and provide labour data (e.g. Employee Administration System).
  • Develop employees and ensure employee engagement and productivity are aligned with operational requirements.
  • Manage employee matters in coordination with Labour Relations
Qualifications
  • 5-10 years relevant Technical Records experience
  • Post-secondary education, particularly in a business/management discipline degree/diploma are assets.
  • Strong technical background of aircraft systems and operations
  • Knowledgeable of applicable safety, environmental and other regulatory requirements, policies and standards.
  • 3-5 years management experience in a unionized environment
  • Ability to communicate effectively.
  • Demonstrated ability to provide leadership and direction to a team of direct and indirect reports in a fast-changing environment.
  • Proficiency with standard office software
  • Excellent interpersonal, analytical and problem-solving skills
  • Sound technical and working knowledge of processes, procedures and Information Technology Systems relative to the specific work area.
