Job Description

Under the direction of the Director, Asset Management and Building Performance within the Corporate Real Estate Management (CREM) Division, the Manager, Life Cycle Asset Management will be responsible for implementing the Corporate Real Estate Management Division’s asset management strategy as part of the City-wide Real Estate strategy. This includes developing processes, implementing business software and establishing a new team to deliver a centralized asset management and capital planning approach for City real estate assets. Working closely with CREM’s business and finance, project management and facility management teams, the Manager, LCAM will also be responsible for overseeing the development of the capital program, ensuring integration and continuity with the asset management strategy and preventative maintenance plans. Overall, this is an exciting opportunity to enact change and establish the framework and structure to allow the City to implement true life-cycle asset management of its City facility assets.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies related to asset management.
  • Develops, implements and manages the Asset Management System business process master plan for CREM, which would include Policy, Framework and Roadmap for implementation.
  • Provides overall guidance and advice on the strategic asset management strategy.
  • Creates and manages a strategic plan and activities associated with the CREM building assets.
  • Oversees the development of Asset Life Cycle Plans for each facility and associated assets within the facilities.
  • Identifies facility renewal needs to optimize life cycle costing, incorporates financial modelling risk assessment, schedules and implements cash flow requirements.
  • Leads Building Condition Assessment Studies and other infrastructure planning studies related to CREM’s assets, to identify short and long term facilities renewal needs, leading to the preliminary designs for capital works.
  • Leads the development of Asset Life Cycle Plans for each facility and associated assets, and develops CREM Capital Plans for CREM building assets
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Develops, manages and reports on internal and external Asset Management benchmarking to track and report on asset management plans implemented within CREM.
  • Oversees facilities asset planning information management including updating infrastructure data inventories, infrastructure condition assessment data, risk assessment data, life cycle costing data and integration of activity and costing data from the work management systems.
  • Leads strategic planning and infrastructure planning activities associated with CREM’s assets.
  • Maintains up to date knowledge of emerging practices, concepts and industry drivers that may impact asset management and/or may need to be implemented divisionally.
  • Working with CREM’s facility teams, develop and manages all aspects of a Reliability Program including the Reliability Centered Maintenance process for maintenance practices standardization, plus reliability metrics, in keeping with the achievement of high asset/process reliability standards while meeting legislative, safety and operating requirements.
  • Monitors the utilization of the Computer Maintenance Management System (CMMS) in support of asset management data analysis
  • Arranges for investigations and prepares reports on technical matters.
  • Represents CREM on internal and external committees, outside agencies, regulatory bodies and industry resources related to asset management.
  • Prepares technical reports, City Council/Committee reports and content for public education/communication purposes related to asset management on behalf of CREM.
  • Provides leadership and establishes and maintains partnerships with internal and external clients and stakeholders.
  • Enhances and promotes the Division by providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.
  • Ensures the efficient utilization and development of human resources.

Key Qualifications:

  • Post-secondary education in Planning, Engineering, Architecture, Facilities, Construction or a suitable equivalent combination of education and experience.
  • Considerable leadership experience of a high performance team, including coaching, providing work direction, training and holding people accountable.
  • Considerable experience in the development, implementation, and management of an Asset Management System business process master plan.
  • Excellent knowledge of work order system business processes with considerable knowledge of Asset Management information systems, CMMS, reliability programs, and business software implementation and change management.
  • Considerable demonstrated experience in life cycle asset management processes within a diverse multi-client portfolio with extensive knowledge of strategic asset management concepts and benefits.
  • Experience managing long term capital planning process specific to asset management including capital renewal, replacement and expansion costs.
  • Effective decision-making and analytical skills, demonstrating innovation and results-oriented leadership and a strong customer service orientation.
  • Advanced planning, organizing and coordinating skills using a collaborative, team-oriented approach including problem solving and conflict resolution.
  • Highly developed interpersonal and relationship building skills, with the ability to communicate both orally and in writing at all levels of the organization, including elected officials, internal and external clients.
  • Highly developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters, with a commitment to the highest level of ethics, values and integrity.
  • Demonstrated knowledge of the Occupational Health and Safety Act, Human Rights Code, and any other relevant legislation.
