Reporting to the Director, Collections and Membership Services, the Manager, Collection
Development directs the selection of both physical and digital collections and the development and
management of collections in the Library’s 100 locations. The Manager develops an annual plan for
the allocation of the materials budget that meets the strategic directions and priorities of the
Library; ensures that the budget is spent efficiently and effectively; and provides leadership in
balancing the demand for both digital and physical collections. The Manager, Collection
Development maintains and manages relationships with vendors, including the negotiation of
contracts, and ensures that the Library upholds the principles of intellectual freedom and deals with
formal requests for reconsideration. The Manager serves on a variety of system-wide committees,
participates in the development and evaluation of services, and contributes to the Library’s strategic
plan.


JOB DESCRIPTION:
Responsible for planning, developing, organizing, directing and controlling operations and

resources within the Collection Development Department.
Responsible for designing the framework for collection development and budget allocation and

monitoring system-wide.
Develops and monitors annual and multi-year operating budgets system-wide and within the

Department.
Develops statistical and analytical tools and collects, organizes and analyzes data on library

collections to facilitate the provision of collections that meet the needs of a diverse public.
Facilitates decision making in response to both immediate and long-term societal trends by

providing forecasts and trend analysis on collections.
Optimizes service delivery in the area of collections through the training of staff system-wide

and in the department.
Fosters a climate of innovation, encourages new ideas and formats in collections.
Responsible and accountable for the development of goals, objectives and initiatives for

collection development and management.
Develops collections policies that reflect the library’s service philosophy and comply with

municipal, provincial and federal legislation.

Develops professional relationships with national and international libraries and library
organizations, government boards and agencies at all levels, and the publishing industry.

Ensures the effective management of financial and human resources.
Hires new staff, transfers, promotes, approves wage increases and confirms performance

evaluations. Disciplines, terminates, participates in grievance procedures and administers
collective agreement as required.

Assumes a leadership role within the library, community and publishing industry in promoting
the values of the library and its collections and services.

Commits to bringing an equity focus to the work of the portfolio by seeking to understand and
break down barriers to access and increase inclusion.

Exercises professional judgment in dealing with challenges to items in the collections through
interpretation of intellectual freedom, the Criminal Code and associated library policies.

Upholds and demonstrates the values of the library and professional library community, e.g.
intellectual freedom, copyright, equity of service.

QUALIFICATIONS:
Post graduate university degree in library or information science from an accredited program.
Experience in managing a team of professional and support staff, preferably in the areas of

responsibility.
Extensive experience in collection development and management in a public library setting.
Demonstrated ability to establish effective working relationships and collaborative work

approaches with both internal and external contacts.
Committed to providing efficient, responsive and innovative service to clients.
Demonstrated capacity for problem solving, results orientation and creativity.
Highly developed oral and written communication skills.
Superior facilitation and interpersonal skills.
Knowledge of developments in library field and relevant legislation.
Proven ability in change leadership.



SALARY: $110,947.20 per annum (2021 Rate, Wage Grade 8)
